THIS IS A NON-CIVIL SERVICE POSITION OPENING DATE: 03/26/2024 CLOSING DATE: 05/27/2024 AT 12:00 AM MIDNIGHT SALARY: $58,217.00 - $93,006.00 Annually CLASS DESCRIPTION Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic professional to fill a critical role in the day-to-day operations of the Homeless Outreach Team. This position reports to the Operations Specialist II (Homeless Outreach Coordinator) of the Outreach Team within MOHS. A Homeless Community Outreach Worker promotes programs and resources to street homeless individuals in the community and performs a variety of services to encourage street homeless individuals to participate in programs that enable them to remain housed and stable. The work of this class involves no supervisory duties or responsibilities. Incumbents receive close supervision from a superior. Employees work a conventional work week that includes evening hours and may require weekend work. Work is performed both in an office under normal working conditions and in neighborhoods where incumbents may be exposed to extremes of heat and cold. Work requires minimum physical exertion. ESSENTIAL FUNCTIONS Visits communities and canvasses neighborhoods. Acquaints homeless individuals with and provides assistance encourage utilization of community services. Explains and reinforces services resources available to persons needing special assistance, including social, health or other programs that offer resources and provide services to the homeless. Develops a relationship with homeless individuals through frequent visits to foster, supports and encourages participation in programs. Processes applications or registration forms for services; may complete client demographic logs and other statistical information. Visits with homeless individuals on the street and confers about obstacles preventing participation in program and means of overcoming those obstacles. Driving is a requirement; complete daily vehicle inspection report on van; may clean van; and may maintain all safety conditions in the van. Maintains computerized log of daily activities and completes simple reports and other forms. Research community resources that benefit homeless individuals and enhance services provided by community program. Performs related work as required. EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: Have an Associate’s degree from an accredited college or university. AND EXPERIENCE: Have five years of experience performing complex analytical support for an operational, technical, or administrative function is required. OR NOTES (Equivalencies): Have an equivalent combination of education and experience. LICENSES: This position requires a valid Maryland Class C Noncommercial driver’s license or an equivalent out-of-state driver’s license acceptable to the Office of Risk Management. KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of English usage. Knowledge of available community resources. Knowledge of community neighborhoods and areas populated by homeless individuals. Thorough knowledge of reference and research methods and techniques used in collecting, compiling and organizing data. Thorough knowledge of moderately complex analytical principles and techniques. Demonstrated ability to prepare and present reports. Demonstrated ability to collect, compile, edit, classify, and tabulate statistical and qualitative data. Ability to establish and maintain a good working relationship with co-workers, clients and the general public. Demonstrated ability to explain an agency’s purpose, programs, and operations. Ability to maintain activity logs, prepare statistical reports and complete simple forms. Demonstrated ability to prepare and present ideas and information clearly yet concisely. Ability to communicate effectively; oral and written fluency in Spanish preferred. Ability to understand and explain community resources and services that provide assistance to the homeless. Ability to motivate others. Ability to research community resources. Skill in the safe operation of automobiles and other related vehicles. NOTE: Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information.
