THIS IS A NON-CIVIL SERVICE POSITION POSTING DATE: 03/28/2024 CLOSING DATE: 05/28/2024 AT 12:00AM MIDNIGHT SALARY: $84,442.00 - $145,164.00 Annually CLASS DESCRIPTION The Baltimore City Health Department is seeking a Contracts Manager that is a quick learner, self-motivated and has an attention for details. This role is responsible for coordinating with BCHD programmatic staff to ensure that all grant award, sub-recipient award agreements, professional services agreements, and contractual employee contracts are drafted and routed in a timely fashion. The Baltimore City Charter requires that all such agreements be approved by the Board of Estimates (BOE) prior to execution. The contract management unit ensures that the BOE approval process is properly adhered to. ESSENTIAL FUNCTIONS Overseeing the work of processing agency contracts and serves as a liaison between the agency and other city agencies, the Baltimore City Council and the Mayor's Office to ensure the expeditious processing of departmental requests to the Board of Estimates. Developing/streamlining internal contract processing and tracking systems to ensure compliance with the Mayor’s Office of Small Minority Business Advocacy & Development office and grantor/ department of finance sub-recipient policy. Monitoring contracts and advising program mangers on upcoming extension/ renewal. Communicating and presenting information to stakeholders about all contract-related matters. Solve any contracts-related problems that may arise with other parties and internally with the agency. Desired but not required: Build strategic relationships within and beyond the Health Department. Perform related work as required/assigned. EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: Have a bachelor’s degree in accounting from an accredited college or university AND EXPERIENCE: Have four years of experience in performing accounting work. PREFERRED QUALIFICATIONS: Have a bachelor’s degree from an accredited college or university and two (3) years of experience in professional-level administrative, operations, or technical work. An equivalent combination of education and experience may be substituted for the required education and experience. KNOWLEDGE, SKILLS, AND ABILITIES Ability to manage multiple priorities. Ability to effectively communicate in writing and verbally. Ability to effectively resolve conflicts. Ability to problem solve. Ability to convene and coordinate diverse teams of people. NOTE: Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information.
