JOB DESCRIPTION

The Baltimore City Health Department, Division of Administration’s Health Policy team is seeking a Project Manager who will serve as a dynamic team member and embodies our core values: collaboration, innovation, integrity, empowerment, and data-driven. The Project Manager is responsible for providing project management support on an ongoing federal grant on maternal and child health policy and community capacity building, as well as overall support to the Chief Health Policy Officer. A successful candidate for this position is a self-starter with strong follow through, solutions-oriented, This position requires strong alignment with City of Baltimore's and BCHD's mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment

ESSENTIAL DUTIES AND RESPONSIBILITIES

Policy Analysis (50%)

  • Conduct background policy and public health research (e.g. peer reviewed literature and grey literature)
  • Identify and review existing policies across local and state jurisdictions around specific health issues. Data has been collected for 17 jurisdictions thus far.
  • Synthesize research and policy analyses for technical and lay audiences
  • Identify and describe policy nuances and downstream implications
  • Gather data on policies and develop reports on findings
  • Analyze trends in policies to address health inequalities and inequities

Engagement & Relationship Management (30%)

  • Communicate verbally and in writing with all project personnel and partners
  • Self-starter with strong follow through, solutions-oriented, has great attention to detail, and is able to work in a fast-paced environment.
  • Strong alignment with City of Baltimore's and BCHD's mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment.
  • Effectively and efficiently collaborate with individuals from myriad sectors and broad range of interest groups to deliver policy related education
  • Support BCHD’s community engagement efforts by working with stakeholders to address challenges as they arise.

Internal & External Communication (20%)

  • Prepare materials and briefs in advance of meetings, including presentations with internal and external participants.
  • Draft and/or edit a variety of written documents (emails and memos, etc.),including but not limited to internal and external correspondence, briefing materials, and talking points for meetings and events.
  • Create and/or edits presentation materials, including PowerPoint presentations
  • and other documents.
  • Conduct staff meetings including taking basic minutes and following up on action items.
  • Conduct ad hoc analyses on new and upcoming policies

REQUIRED KNOWLEDGE, SKILLS, ABILITIES

  • Proficient in Slack, Trello, Outlook, Microsoft Word, Excel, and PowerPoint and graphics packages to assemble and create reports and presentations, Google Drive, Dropbox, and other similar platforms.
  • Analyzing policies for health impact and communicating with a broad range of stakeholders.
  • Self-starter and accountable to complete tasks and drive performance with minimal oversight.
  • Keen attention to detail, including administrative processes required to execute complex projects.
  • Exhibits all 5 core department values.

REQUIRED QUALIFICATIONS

  • Bachelors’ degree or higher. Preferably in public health or public policy.
  • At least two years of public health or policy work experience or an equivalent combination of education and experience

PREFERRED QUALIFICATIONS

  • Masters’ degree preferably in public health or public policy.
  • Knowledge of or familiarity with local, state and federal government departments or agencies is a plus.
  • Public health, public policy, or healthcare experience preferred

WORK ENVIRONMENT & SAFETY PROTOCOL

  • Work follows the CDC best practices for the safety of staff
  • This position is considered non-essential
  • Hybrid role; 2 days in the office per week
