JOB TITLE: Senior Administrative Assistant, Level 3, TORP 3088

ORGANIZATION: National Institute of Allergy and Infectious Diseases (NIAID)

OPERATIONAL HOURS:  8:30 am – 5:00 pm

OBJECTIVES: Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of the National Institute of Allergy and Infectious Diseases. The primary objective is to provide services and deliverables through performance of support services.

SCOPE:

The following tasks are within the Labor Category Description for Admin Level III. The candidate will have a wide range of responsibilities and will:

    • Prepare travel/training arrangements.
    • Assemble License, Gift, CRADA (Cooperative Research and Development Agreement), CDA (Confidential Disclosure Agreement), and other agreement packages, and prepare related cover letters, memos, and routing slips.
    • Assemble invention related packages for review by the Technical Evaluation and Advisory Committee (TEAC) or other internal committees.
    • Assemble, route, and submit licensing abstracts and other marketing materials for signature and publication.
    • Order supplies for entire office.
    • Interact directly with AOs and Program staff.
    • Sort, route and log incoming/outgoing agreement, invention, gift, and license related correspondence including law firm correspondence.
    • Create, maintain, track, organize and file agreement/invention/license related office files and electronic records (in the Sophia database, SharePoint, and other databases as required).
    • Enterprise Technology Transfer System (ETT) Records Retention. Confirm records flagged for review meet the criteria for destruction; route records to the appropriate Technology Transfer Specialist and the Office of Technology Transfer for review; destroy records that have been approved for destruction; update records that must be retained to reflect new review dates.
    • Shred and dispose of documents when no longer required according to official NIH and TTIPO “Keep and Destroy” schedules.
    • Scan documents and prepare faxes and photocopies pertaining to agreements, licenses and invention correspondence.
    • Notify NIAID staff and outside parties of status of outgoing/incoming agreements/gifts/licenses/invention correspondence.
    • Assist in NIAID property management for the office.
    • Assist in timekeeping and procurement duties for the office.
    • Assist in maintaining Director’s and Deputy Director’s Outlook calendars.
      • Perform word processing, project management, electronic mail, database administration, and/or electronic spreadsheets in order to send and receive email messages
      • Prepare letters and memos; edit reports and other documents; edit existing tracking systems; and preparation of administrative forms.
      • Work on special administrative projects for the Director and Deputy Director (such as quality control activities for database integrity) as required.
    • Double check work for accuracy.
    • Receive telephone calls and visitors (as needed).
    • Set up Microsoft Team meetings, Zoom meetings, book meeting rooms, and work with NIAID IT support to ensure that meeting rooms have the necessary A/V equipment set up and working for TTIPO-related meetings.

QUALIFICATIONS:

  • Advanced computer skills and internet research skills are required.
  • Knowledge of grammar, spelling, punctuation, and required formats.
  • Knowledge of file management concepts to establish and maintain physical and electronic records, and to research and address questions and assist staff.
  • Ability to review and consistently apply guidance, policies, and regulations to create or review administrative documents.

Candidates must have a high school diploma and four (4) years of related work experience performing administrative work.
