It's important to note that this position has a variable schedule and requires multiple 24-hour on-call coverages each month. The organization retains the right to modify or change the duties and responsibilities of the job at any time.Essential FunctionsExercises direct and indirect supervision over volunteer and paid personnel as assigned.Assigns, directs, and supervises activities of assigned and incident personnel, ensuring adherence to established policies, procedures, and standards.Administers or makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, disciplining, and submitting such records and reports as required by Sheriff's Office and County policies and procedures.Exercises direct, first-level supervision of employees, operations, and activities within the assigned section.Oversees the care and operation of all assigned equipment.Maintains discipline and ensures agency rules and policies are followed.Prepares agreements; writes and reviews grant proposals.Evaluates training needs of subordinates; researches and designs training programs; conducts in-service training for staff, agency personnel, volunteers, and outside organizations; maintains related training records and reports.Assists in budget preparation and in the development of goals and objectives for the Emergency Services Section.Coordinates and oversees operations, finance, logistics, and planning of all assigned incidents.Completes proper incident records and reports.Works on a 24/7 on-call basis in emergency situations.Nonessential FunctionsAttends and presents at public and community events.Conducts inventory of materials, supplies, and equipment, and makes purchase requests as appropriate.When a local declaration of emergency or disaster is declared by the Board of Commissioners, all Larimer County employees may be required to work as a Disaster Service Worker.Performs other duties as appropriate or necessary for performance of the job.Knowledge, Skills, & AbilitiesGeneral office practices and procedures.Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.Communicate clearly and concisely, both verbally and in writing.Read and comprehend department and County rules, regulations, policies, and standard operating procedures.Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.Regular, predictable attendance.Proper and effective methods of deploying emergency services crews in accordance with anticipated and actual needs.Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.Interpret a variety of instructions in written, oral, diagram, or schedule form.Receive, understand, and take positive action from information or instructions presented verbally and/or in written form.Provide positive leadership to volunteer and paid personnel.Communicate tactfully, diplomatically, and effectively with the public and coworkers.Effectively coach and counsel assigned personnel and administer progressive discipline in a timely, consistent and impartial manner.Display effective time management skills.Display short, mid/long term planning skills.Work without direct supervision to organize activities and incidents.Work in cooperation with other emergency response agencies.Demonstrate a thorough knowledge of emergency response strategies, tactics, operations, and incident management systems.Develop team-building strategies.Maintain self-control during periods of high stress and when dealing with members of the public who may be angry, confused, combative, and/or emotional.Demonstrate a general knowledge of Sheriff's Office and County rules, regulations, policies, and standard operating procedures.Take command of emergency incidents, develop appropriate response and resources, organizational structure, and action plans to protect members under his/her command.Organize material and present information clearly and concisely in verbal and written form.
