Qualifications

  • Provide acquisition support services consisting of all aspects of the Financial Assistance process from pre-federal award requirements to post-federal award requirements in accordance with 2 Code of Federal Regulations (CFR) 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; 2 CFR 1402 Financial Assistance Interior Regulation, Supplementing Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; and applicable regulations and policies.
  • The Senior Grants Management Specialist will also serve as a Program or Project Manager (PM). The PM shall be the contractor’s authorized point of contact with the Government Contracting Officer (CO) and Contracting Officer Representative (COR).
  • The PM shall be responsible for formulating and enforcing work standards, assigning schedules, reviewing work discrepancies, and communicating policies, purposes, and goals of the organization to subordinates. The PM will have full authority to act for the contractor on all matters relating to daily operations.
Job Requirements
  • A minimum of eight (8) years of experience in financial assistance management is required to aid and assist in all phases of the financial assistance management process.
    • Substitutions Authorized: Combination of education in a related field and six (6) years of relevant experience.
  • The Contractor shall have experience and comprehensive knowledge of:
    • Laws, regulations, rules, policies, procedures, and methods governing the administration of federal financial assistance awards;
    • Management processes and techniques consistent with sound business and industry practices;
    • Financial methods, procedures, and practices to assess the financial stability of recipient of financial assistance awards; and
    • Performing administrative business, policy, and analytical work is required.
  • Proven experience shall demonstrate the ability to:
    • Perform typical duties independently, per instructions and pre‐established guidelines;
    • Assist and provide sound recommendations in solving complex financial assistance accounting and financial problems;
    • Provide thorough analysis from extensive research and compilation of statistics to authorized government personnel, as required;
    • Assist and provide guidance to Junior and Mid-Level Grants Management Specialists in preparing concise, unambiguous documents using Microsoft Office, SharePoint, and Adobe for MFRs, MOUs, and various documents to support the entire lifecycle for financial assistance awards;
    • Proficiently and effectively distribute and manage a high volume of workload; and
    • Possess strong oral and written communication and customer service skills to build relationships with a wide range of internal and external clients and stakeholders.
    • Execute final review of completed awards and process closeout documents.
    • Validate Junior and Mid-Level Grants Management Specialists are maintaining audit files per regulations for program compliance;
    • Provide expert assistance in conducting price analysis and negotiation and the appropriate use of funds;
    • Participate in negotiations concerning complex financial assistance awards;
    • Provide financial assistance and guidance on grants and cooperative agreements;
    • Review grant applications for compliance with appropriate regulations;
    • Prepare grant and cooperative agreement awards and amendments for authorized government personnel’s signature in compliance with appropriate regulations;
    • Document, record, and administer related performance per the regulations and requirements; and
    • Rely on expert experience and judgment to plan and accomplish goals, execute first-line responsibilities for projects or functions, and perform various complex tasks with exceptional creativity and latitude.

Physical Requirements

The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment.

If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
