POSITION SUMMARY:
The Deputy Project Manager (DPM) will provide leadership in conjunction with the Project Manager (PM) within the Jackson Healthcare Government Services (JHGS) project management office (PMO) and for contract professional staff at Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC) clinics. The DPM will work remotely with occasional onsite presence in our Alpharetta, Georgia corporate headquarters and at IHSC clinics and other entities as identified. The DPM will also perform the duties of the PM in the PMs absence as needed.
Responsible for recruiting, onboarding, credentialing, and supervising contracted staff of all levels including relationship development and management. Provides clinical oversight for nursing and allied healthcare professionals as well as clinical collaboration with the Chief Medical Officer (CMO) as needed. (This includes oversight and coordination of Non-Physician Providers-(APRNs, PAs, and others-as defined within the scope of the project.) Provides Quality Assurance Surveillance Plan (QASP) oversight. Works collaboratively with the Lead Contract Services Manager (LCSM) and Contract Services Manager (CSM) at each site to ensure compliance with all security, human resources, communication, and other policy and procedures of ICE, IHSC, Jackson Healthcare, and USPHS.

ROLES & RESPONSIBILITIES:
ESSENTIAL FUNCTIONS AND BASIC DUTIES

1. Provides remote supervision of onsite clinical and professional staff; others as needed.
* Enacts business development strategies and outreach to all partners and business entities involved in government services initiatives.
* Participates in weekly, monthly, and quarterly management calls, provides liaison activities with government representatives and US Public Health Service (USPHS).
* Participates in IHSC peer and staff review activities as required.
* Participates in an initial site visit and assessment of each IHSC clinic and visits approximately quarterly thereafter and as needed.
* Assures clinical staff competence of all nursing and non-provider clinical staff.
* Develops and oversight of clinical training and insures all staff complete all required training.
* Develops and implements a framework for clinical success incorporating network intelligence.
* Supports the alignment of Jackson Healthcare, SOSI, ICE, IHSC, and USPHS initiatives including regulatory requirements at the state and federal level. Identifies and mitigates gaps as appropriate.
* Ensures staff follow all policies and procedures and meet professional expectations.
* Remotely monitors the quality of care provided and assures staff/provider productivity expectations are met.
* Ensures remote supervision of NPPs, nursing staff, pharmacists and medical assistants including fulfillment of APP collaborative practice duties (CPA) and delineation of scope of practice as well as prescriptive authority agreements (PAA) in conjunction with the CMO.
* Establishes Tier Communication compliance with PM and CMO.

2. Serves as a member of the Project Management Office leadership team.
* Works closely with the Project Manager (PM), and Lead Contract Services Manager (LCSM) to provide project leadership and assure mission success.
* Serves as primary nursing advisor to the PMO.
* Collaborates with Human Resources (HR) teams across the enterprise to ensure smooth onboarding, retention, and support to staff in PMO and onsite.
* Participates in IHSC credentialing, privileging, peer review and clinical quality management processes as required.
* Assesses IHSC clinic operations and staff performance providing advice and direction as necessary to enhance efficiency, productivity, and improve the quality of care provided.
* Supports IHSC clinical quality management and performance improvement processes.

3. Ensures continuity of IHSC contract staff coverage of 100% of staffing requirements
a. Supports the recruiting effort through collaboration with recruiters and direct outreach to candidates.
b. Participates in candidate interviews and vetting. Helps validate licenses and other credentials. Ensures competence of clinical staff.
c. Helps build nursing resource pools at each IHSC detention center site.
d. Supervises clinical scheduling processes assuring accuracy, efficiency and staff satisfaction.
e. Supervises nursing backfill plan development and implementation.
f. Promotes staff retention through development of policies, practices and procedures that promote transparency and allow staff input to their schedules.
g. Works with other PMO members, field staff, subcontractors and government representatives to assure unity of effort and mission success.

4. Supports timely completion of all PWS requirements.
a. Attends required government meetings.
b. Completes or helps to complete required reports ensuring accuracy and timeliness.
c. Remains flexible and handles unexpected situations as they occur including contingency operations, emergency situations, changes in staffing levels, pediatric immunization program and surge requirements.
d. Helps ensure all QASP metrics are met.

QUALIFICATIONS - EDUCATION, WORK EXPERIENCE, CERTIFICATIONS:
* Licensed Registered Nurse (degree from an accredited college or university-BSN required)
* MSN, MHA, MBA, DNP, or other advanced degree as defined as appropriate required.
* Professional Specialty Board Certification Preferred: NEA-BC, NE-BC, CENP, other as defined appropriate.
* Leadership experience preferred; Minimum of 5 years progressive leadership experience in an officer role.

PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

FINGER DEXTERITY:Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together.

TALKING:Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly.

AVERAGE HEARING: Able to hear average or normal conversations and receive ordinary information.

AVERAGE VISUAL ABILITIES:Average, ordinary, visual acuity necessary to prepare or inspect documents or products or operate machinery.

PHYSICAL STRENGTH: Sedentary work; sitting. Exerts up to 10 lbs. of force occasionally. Ability to be flexible in physical external environments encountered on site at IHSC locations.

WORKING CONDITIONS

NONE: No hazardous or significantly unpleasant conditions.

LOCATION:Remote. Occasional on-site presence at the JH Corporate Officer and/or at IHSC locations.

TRAVEL: Some travel required; 10% or less (typically not more than a few days per quarter).
