Description

Role Summary:

As a Project Manager, you will serve as the Project Director of the Substance Abuse and Mental Health Services Administration's (SAMHSA's) Disaster Technical Assistance Center (DTAC), you will support the efforts of states, territories, tribes, and local entities to deliver an effective disaster behavioral health response. Through training and technical assistance (TTA), materials and resource development, and research and evaluation projects, you will promote the development of disaster behavioral health plans, build local capacity to respond to disaster behavioral health needs, and promote the integration of disaster behavioral health with public health and emergency management. Under the direction of the client and independently, you will work closely with SAMHSA, Federal Emergency Management Agency (FEMA), and State agency staff to provide expert disaster behavioral health consultation and provide strategic direction, leadership, management, and oversight to a team of TTA specialists, researchers, creative staff, and IT professionals. As the Director, you will bring passion and enthusiasm to a role that combines strategic thinking and big ideas with getting in the weeds alongside a committed and eager team to get the job done, no matter how small.

What will you be engaged in day-to-day?

  • Responding to TTA requests. You will act as a subject matter expert in disaster behavioral health to identify TTA needs and emerging trends in the field; research, draft, and disseminate written responses to TTA requests; respond to TTA requests by phone; deliver presentations, webinars, and trainings about disaster behavioral health topics online and in-person; and provide direction and oversight to TTA Specialists as they respond to TTA requests.
  • Contributing to new and revised TTA materials, resources, and trainings. You will research, develop, and write content; create and monitor timelines and production schedules to ensure that deliverables are created within budget and by deadlines; direct researchers, writers, and creative staff to develop and disseminate newsletters, online publications, print publications, web-based materials, toolkits, training curricula, and other products; and enforce strict quality control measures to ensure that all materials are error free.
  • Supporting FEMA's Crisis Counseling Assistance and Training Program (CCP). You will provide in-depth TTA to CCP grantees and consult with SAMHSA and FEMA staff and leadership about CCP-related resources, materials, trainings, and programmatic and regulatory guidance. You will create, contribute to, oversee, and direct TTA specialists and other team members to develop products and training curricula for grantees and respond to grantee TTA requests. You will also act as a primary point of contact for assigned CCP grants by participating in regular check in calls with federal and grant staff, monitoring reporting requirements and data collection activities, coordinating and delivering training to grantee staff, and providing on demand TTA.
  • Collaborating with the client, partners, and stakeholders. You will engage directly with the client, representatives from other federal, state, territorial, and tribal agencies, and local organizations, CCP grantees, and TTA requestors to represent SAMHSA DTAC and provide disaster behavioral health consultation. You will also rely on your pre-existing relationships and develop new relationships with partners and organizations in the field to promote resource sharing, knowledge transfer, and capacity building in the field.
  • Contributing to required research, data collection, and program evaluation tasks. You will collaborate with researchers, TTA Specialists, and federal partners to support a wide array of program evaluation projects such as literature reviews; environmental scans; the creation of survey instruments and OMB clearance packages; implementation of customer satisfaction surveys; oversight and TTA for CCP grantee data collection and reporting efforts; technical guidance and troubleshooting about use of the CCP data collection mobile app in the field; drafting and reviewing data reports and trends for distillation and dissemination to federal partners and grantees; and data-driven decision making and strategic planning.
  • Overseeing SAMHSA DTAC's cadre of consultants and trainers. You will collaborate with the team to maintain a robust cadre of consultants and trainers with expertise in disaster behavioral health, mental health and substance use disorders, emergency management, and other related topics. You will ensure that contact information for cadre members is current; identify candidates to join the cadre; assist with recruitment; and recommend consultants and trainers to fulfill TTA requests, prepare them for deployment, and provide oversight of logistics and travel arrangements.
  • Providing leadership and management for the SAMHSA DTAC team. You will engage in strategic planning and allocate resources; develop budget projections and monitor expenditures; fulfill the client's monthly and annual reporting requirements; consult on staff performance and development plans; and support team camaraderie and self-care.
  • Performing other duties as assigned.
Requirements

What qualifications will help you succeed?

  • The position requires a master's degree in public health, social work, mental health, or similar disciplines plus a minimum of 10 years' experience in at least two of the following related disciplines: behavioral health, public health, emergency preparedness or response, or crisis counseling.
  • Demonstrated experience managing complex tasks in a timely manner from inception to completion, including careful oversight of deliverables and supervision of staff.
  • Knowledge of Federal government and program contracting regulations, or the FEMA CCP grant program, and a strong commitment to client satisfaction is a plus.
  • Demonstrated ability to self-motivate, handle multiple tasks and priorities simultaneously, problem-solve independently, think and plan strategically, and respond quickly to changing priorities while meeting deadlines.
  • Advanced proficiency of Microsoft Word, Excel, PowerPoint, and Outlook and online collaboration tools such as SharePoint and Teams.
  • Comfortable with technology and providing basic IT troubleshooting for mobile and online platforms.
  • Outstanding organizational skills and attention to detail and excellent verbal and written communication skills.
  • Demonstrated experience training for a CCP grant, Psychological First Aid, Mental Health First Aid, Skills for Psychological Recovery or related disaster behavioral health interventions and topics is a plus.
  • Availability to work extended hours in the case of a national emergency.
  • Freedom to travel up to 10 percent of time.
