Conference of State Bank Supervisors (CSBS) is Hiring a Project Manager Near Washington, DC

CSBS is seeking a Project Manager who will play a critical role in implementing software applications and solutions for CSBS. The Project Manager is responsible for managing the relationships with business representatives in defining project scope, development of requirements, as well as working with vendors, internal technical staff. This person will lead the projects and help drive the requirements process working closely with the business analyst and other members of the team to provide the best in class solutions in accordance with CSBS IT. This person will manage multiple projects, interfacing with vendors, business, and technology staff while facilitating regularly scheduled project meetings for project updates, deliverables, and risks. The ideal candidate will have a blend of business analyst and project manager skills and will excel at team building and collaboration, process improvement and communication under limited supervision, the person will plan, manage, and execute varied software development, customization, or IT systems development projects. Gather information at front end to determine project parameters and specifications, and to budget human, financial and other resources. Engage stakeholders in projects, providing transparent status and feedback opportunities. May provide technical oversight to some staff. Track attainment of project milestones. Report on progress and budget expenditures to project owners.

Essential Functions

  • Collaborate daily with functional leaders, business partners, and users to define business needs and functional requirements.
  • Develop, maintain and update standard project management processes, activities and reporting, as well as working with stakeholders to identify and learn to use the tools appropriate for these activities.
  • Provide day-to-day leadership on multiple initiatives, to achieve business goals through the effective use of technology.
  • Convene meetings and plan agenda to ensure important issues are aired and resolved.
  • Facilitate discussions and consensus among project stakeholders.
  • Work with team to negotiate and prioritize resource availability and allocation.
  • Meet with application owners, application developers, business analysts, and customers to determine business needs and functionalities desired for new or revised application.
  • Develop, manage and report on the status of project plans, including risks, budgets, schedules, and resources.
  • Provide leadership throughout the requirements definition, design, implementation, and UAT phases of projects through SDLC or Agile methodologies.
  • Manage the budget, schedule and progress of projects through Earned Value Management (EVM).
  • Proactively manage and mitigate risks, and systematically resolve or escalate issues in a timely manner.
  • Solid organizational skills including attention to detail and multi-tasking and prioritize skills.
  • Expert relationship management skills and superior written and oral communication skills a must.
  • Solid judgment in evaluating priorities and needs in a multi-project environment.
  • Institutionalize PMBOK and best practices for project management to ensure consistent delivery of quality projects.
  • Manage project delivery based on Agile methodology deliverables including Backlog management, Release and Sprint planning, daily Scrums, and Sprint Review and Retrospectives.

Additional Responsibilities

  • Review deliverables for accuracy and completeness.
  • Develop and make high quality presentations to staff and other stakeholders on project related topics.
  • Capture and report on project value proposition. Assess compliance of development process with accepted methodology and communicate to responsible managers or staff.
  • Document exceptions or deviations as needed.
  • Create and maintain comprehensive project documentation.
  • Support the development of a Project & Process Management Office (PPMO) by adhering to guidelines and governance around IT's project delivery framework and gate reviews, including Enterprise Architecture and Information Security governance processes.

Minimum Qualifications

To perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.

Education and Experience

  • Bachelor's degree in Information Technology or related field (or equivalent combination of relevant education and experience).
  • Minimum of five (5) years of technology project management experience driving and leading multiple medium to large-scale cross-functional projects.
  • Project Management Professional certification preferred.
  • Must have experience managing project budget, forecasts, and variance and resource allocations. Must have project management experience implementing software from start to finish.
  • Agile software development, and the integration of commercial off the shelf (COTS) and software-as-a service (SaaS) implementations.
  • Knowledge and experience with project tools such as MS Project or Clarizen, and Agile tools such as Jira
  • Knowledge and experience with Appian a plus.
  • Experience with Office 365 a plus.

Knowledge, Skills, and Abilities

  • Ability to communicate in various ways for different audiences, illustrating key plans, concepts, methodologies and results.
  • Strong project management skills. PMP, ITIL, CSM, or ACP certification is desirable.
  • Understanding of complex technologies (i.e. Oracle, Cloud computing, SaaS, Salesforce).
  • Ability to work in a team environment. Effective working with matrix teams across organizational structure.
  • Well-developed negotiation skills with a high degree of relationship building skills, strong interpersonal skills and ability to excel in cross-functional teams.
  • Ability to resolve conflicting priorities in the delivery of a program; resolve resource issues; and manage project scope to meet expectations.
  • Manage vendor resources and set expectations with vendors on project deliverables.
  • Partner with the business to understand their needs and strive to exceed expectations.
  • Knowledge of, and experience with software development life cycles (SDLCs), including requirements analysis, technical design, development/coding and testing.
  • Experience with Scrum and other Agile software development methodologies.
  • Ability to work calmly during stressful circumstances.

  • Ability to work in collaboration with a variety of stakeholders to identify and discuss issues.
