Allegheny Science & Technology is Hiring a Project Manager Near Washington, DC

Allegheny Science & Technology (AST) is looking for a Project Manager for a federal contract in Washington D.C. This position will supervise, facilitate, and provide leadership to a diverse group of professionals in support of our federal client’s R&D funding programs focused on addressing significant risks and opportunities to our Nation’s economic success and growth within the semiconductor industry. The Program Manager serves as the primary point of contact on all contractual matters and is responsible for implementing, managing, and measuring technical delivery through an integrated approach for program administration across grants and projects lifecycle, including consistent processes, program management and on-going support.
Our customer seeks to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications. In addition to major manufacturing investments, this program also invests in supply chain, other strategic projects, workforce development programs and community investment.
Position Responsibilities:
  • Managing day-to-day customer interaction including setting and managing customer expectations and effectively communicating with the customer to identify needs and evaluate alternative solutions, including addressing complaints and resolving problems.
  • Planning, coordinating, and executing work across a growing number of activities and ensuring adequate staffing levels to ensure continuity of support.
  • Directing/supervising project team personnel, including those on cross-competency teams and at multiple and remote locations.
  • Briefing leadership and staff, including the Contracting Officer Representative (COR), on program status and milestones.
  • Interpret customer requirements into tangible and actionable project specifications, plans, and execution strategies and lead the strategic development and execution of Program project plans.
  • Develop, manage, and balance project plans, budgets, and managing implementation of projects, including assessing risk and develop appropriate mitigation strategies.
  • Manages and consults on all aspects of the project lifecycle, from the initial conceptualization of project plans to the thorough evaluation of operational procedures, organizational workflows, and resource allocations.
  • Collaborates with various program offices to ensure cohesive project delivery, aligning with organizational goals, budget constraints, contractual obligations, and policy requirements.
  • Provide regular updates to respective customer leadership regarding the status of work projects, project deliverables, and review work products for completeness and technical accuracy.
Position Requirements:
  • Bachelor's degree or higher from an accredited institution plus ten (10) years related experience. Related experience includes oversight of greater than $5 million per year in operations and technical support contracts managing diverse and integrated work forces, including those on cross-competency teams and at multiple and remote locations.
  • Minimum of ten years of experience managing large scale projects, particularly within a government contracting environment/ regulations (e.g. FARS, DFARS).
  • Experience working with and managing scientific and administrative professionals on complex technical projects.
  • Strong understanding of project management methodologies with the ability to adapt to project needs.
  • Ability to communicate effectively and persuasively both orally and in writing with senior level government officials, private sector executives, functional and program managers, subject matter specialists, and key industry representatives.
  • Familiarity with the semiconductor industry or the high-tech manufacturing sector is preferred but not required.
