HOUSING AUTHORITY OF CHAMPAIGN COUNTY

Position Description

Classification: Program Manager

Supervisor: Director of YouthBuild

Position Status: Exempt

Summary

The primary purpose of this position is to lead assigned areas in alignment with the strategic direction and vision of YouthBuild in support of the YB Director. YouthBuild programs provide pathways for youth and young adults who are out of school and out of work to get a living wage job. YouthBuild programs unleash the positive energy of low-income young people to rebuild their communities and their lives, breaking the cycle of poverty with a commitment to work, education, family, and community. Through YouthBuild, young people learn construction skills through building affordable housing for homeless and low-income people while they complete their GED or High School Diploma and prepare for post-secondary education or apprenticeships in the building trades.

The Program Manager will work closely with the Director of YouthBuild to create, maintain, coordinate, and grow the core organizational structures and routines needed to build sustainable educational, leadership development, and workforce components as well as development programs including supporting grant and gift revenue.

The incumbent is responsible for overseeing the daily operation of the education and construction areas.

The work requires confidentiality, mature independent judgment, tact, discretion, and the ability to think strategically while meeting the day-to-day requirements and the desired outcomes of the YB program. Some evening and weekend work is required.

This is a grant funded position with an anticipated grant end date of September 1, 2025, with the possibility of the grant being renewed by the U.S. Department of Labor.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

· The Program Manager provides direction, coaching and mentorship to direct reports and YB members.

· Provide ongoing advisory support, advocacy, follow-up, and guidance to program members of HACC YouthBuild.

· In addition, the incumbent will have the following responsibilities supports the YouthBuild (YB) department by training and assisting team members, supporting recruitment of YB members, analytical work, completion of various reports, participating in the grant process, and building and maintaining community partnerships.

· Ensures that youth are prepared for, and connected to, the appropriate educational or employment opportunities.

· Work with the YouthBuild Program Director on planning and policy issues; report on program status, needs and problems; participate in the development and maintenance of program policies.

· Participate in the development and maintenance of systems for data collection and program performance measurements and reporting for the Department of Labor and other programmatic funders. Track and project outcomes. Ensure achievement of program objectives and measured outcomes.

· Manage enforcement of the contract between YouthBuild and members/students, including monitoring member/student progress and overseeing progress/performance.

· Provides expert assistance and support to staff members and assists with difficult or unusual cases; ensures that proper quality control measures are enacted.

· Dedicated to working directly with a diverse population.

· Ability to cultivate and develop inclusive and equitable working relationships with employees, clients, and community members.

· Supports and enhances a sense of belonging with employee, client, and community member interactions.

· Work towards equity and our agency's commitment to diversity, equity, inclusion and belonging.

· May serve as back up within the department as needed.

· Attends meetings, conferences, and workshops to maintain current knowledge of application programs; promotes YB through partnerships in the community.

· Prepares and analyzes a variety of reports,

· Collects, analyzes, and reports data on the performance of the YB’s program activities, provides research information for leadership team, and responds to correspondence.

· Supports and participates, as needed, in the development and preparation of grant applications and executes awarded grants.

· Develops support systems to meet clients and family needs; coordinates and facilitates move-in activities, rental negotiations, and service referrals as required.

· Conducts crisis intervention as necessary.

· Supports comprehensive file reviews and assessment of data collected to assure all necessary documentation is collected.

· Assure all assets and file documents are maintained and secure for all clients.

· Provide service linkages and support systems to ensure identified needs are met, coordinate with outside service providers.

· Provide documentation for client before judicial, community, social service, and administrative bodies as needed; facilitates support groups and client participation as appropriate.

· Develops, performs, and assists with workshops pertaining to client’s needs.

· Enters student data, case notes into GPMS system.

· Assists in maintaining program participation data and completing required reports.

· Other duties as required and are subject to change at any time.

Skills and Qualifications

· Strong commitment to helping young people succeed in an innovative training program to reorient their lives and nurture their leadership skills.

· Ability to establish rapport and relate sensitively to a multiracial and multicultural group of young people.

· Knowledge of human service, health, court, and criminal justice systems’ programs, regulations, and procedures.

· Excellent interpersonal and problem-solving skills

· Ability to relate to a wide range of issues, people, and institutions.

· Understanding of issues facing young people in Champaign County

· Excellent public speaking, listening, and written communication skills.

· Sense of humor and nonjudgmental attitude.

· Willingness to teach young people about service systems and decision-making processes.

· Willingness to learn from young people.

· Ability to work as part of a team.

· Knowledge of American history and the history of the racial and ethnic groups participating in YouthBuild, along with an ability to apply that knowledge in work with young people.

· Experience with curriculum design, syllabus creation and classroom management for middle school and high school students.

· Previous knowledge or the willingness to learn about the construction industry and its credentials.

Education and/or Experience

Required

· Bachelor’s degree in Social Services, Counseling, Psychology or related field from an accredited college or university.

· A minimum of 2 to 3 years of experience working with youth including a minimum of 1 year in a leadership role. A minimum of 1 year of teaching experience with middle school through high school students.

· An equivalent combination of education, training and experience may be considered.

· Must possess a valid state issued driver’s license and be insurable under the Authority’s plan.

Preferred

· Master’s degree in Social Services, Counseling, Psychology or related field from an accredited college or university.

· Fundraising experience.

· Experience with community partnerships.

Technical Skills

· To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

· Must be able to pass a drug screening test administered by HACC’s designated provider.

· Valid State Issued Driver’s license and be insurable under the agency’s commercial insurance policy.
