Part-Time Project READ Literacy Program Manager

Hourly Rate: $25.48

The primary function of the Program Manager, Literacy Services is to implement and achieve the goals for the Secretary of State’s Community Literacy grant. The person in this position will focus on developing, maintaining, and providing quality programs and services to meet the instructional needs of low-level literacy individuals.

The Program Manager is a part-time, 19 hours/week, non-union appointment on a schedule established by the Assistant Dean, Adult Education & Workforce Development. Overtime or an altered work schedule may be required in response to division programs and community activities. The position involves exposure to confidential information and records. This position involves in-district travel at times. Often, minimal supervision is provided; the Program Manager must be able to work independently, collaboratively, and accurately to prioritize tasks and responsibilities.

Essential Job Functions:

  • Implement a volunteer tutor training program.
  • Train and supervise tutor trainers.
  • Placement of tutors; provide tutor support.
  • Assist with intake and assessment of new students.
  • Prepare tutor training materials.
  • Work with campus publications to advertise Project READ.
  • Coordinate programming with Adult Education staff
  • Provide special learning needs assessment and support for adult education students.
  • Supervise and coordinate tutoring programming at assigned sites.
  • Coordinate professional development activities for tutors and instructors.
  • Maintain files and complete reports.
  • Assist with grant writing.
  • Work to ensure grant compliance and program goals are met. 
  • Develop and schedule registration, orientation and retention activities.
  • Provide support services as needed for identified students: career assessment, financial aid, mentoring, advising, and linkages to other resources.
  • Track and monitor student access to support services.
  • Monitor assessment process and assist with test administration.
  • Coordinate and schedule student follow-up activities.
  • Track and monitor student attendance.
  • Work with local entities in Parkland’s district who provide services for target population.
  • Track student referrals to partner agencies.
  • Other duties as assigned. 

Minimum Requirements:

  • Bachelor's Degree in Education or related field.
  • Experience working with adults and volunteers.
  • Special education or professional development in the area of special learning needs.
  • Understanding of grant-funded programs.
  • Excellent oral and written communication skills, including speaking in front of large and small groups, ability to listen effectively and respond accordingly.
  • Ability to independently and collaboratively research, develop, and implement plans.
  • Willingness to work evening hours and flexible schedule to meet program demands as required.
  • Willingness to travel within the district when needed. 
  • Functional ability with the Microsoft Office Suite, with the ability to learn the Parkland information system and new programs as technology changes.
