Hispanic Federation is Hiring a Federal Policy Analyst Near Washington, DC

Who We Seek

Hispanic Federation seeks a Federal Policy Analyst to advance HF’s federal policy priorities and campaigns, carry out public policy analysis and prepare issue briefs and other materials to support the organization’s advocacy efforts –and manage tracking and compliance for HF's federal lobbying activities. The analyst will work with staff across HF’s offices and track / report time and costs for those activities to comply with all lobbying requirements. The Federal Policy Analyst must have both direct public policy and advocacy experience and federal lobbying rules and reporting requirements.

The successful candidate will have the ability to prepare concise and effective public policy and advocacy materials, possess sound oral communications skills, and be able to establish and maintain positive relationships with public officials and other advocates. The Federal Policy Analyst should be well organized, results oriented, and effective at multi-tasking.

The position provides an excellent opportunity for gaining broad experience in public policy and advocacy work for a highly respected, growing Latino organization. This position is a hybrid role and will require at least 10 days in HF’s DC Office.

Position Location: Washington, DC

Reports to: Vice President for Federal Advocacy and Network Mobilization

Job Duties and Responsibilities

Public policy and advocacy:

  • Maintain up-to-date knowledge about federal policies affecting Latino communities, including, but not limited to, immigration, economic empowerment, education, civic engagement, and health.
  • Create and maintain an advocacy network to further the initiatives of HF at the Federal level.
  • Monitor and evaluate Federal policies and legislation.
  • Develop a plan for evaluating and analyzing relevant public and social policies at the Federal level that affect the Latino community.
  • Prepare and finalize issue briefs, talking points, testimony, and advocacy letters.
  • Perform data analysis and research related to identified policy areas.
  • Prepare portions of policy reports in support of policy positions in various issue areas across different jurisdictions as requested.
  • Schedule and attend meetings with legislative staff, policymakers, experts, and issue stakeholders to effectively communicate HF policy priorities
  • Serve as an advocate and representative of HF in meetings, policy forums, coalitions, and networks.

Compliance with lobbying rules and reporting requirements:

  • Provide support for Federal lobbying tracking.
  • Maintain work plans for all projects and advocacy tracking systems and assist in the development of new systems as needed.
  • Ensure full documentation of HF Federal lobbying activities by staff
  • Ensure correct categorization and full documentation of time and costs of federal lobbying activities.
  • Monitor and report on overall agency lobbying activities and compliance efforts.
  • Prepare and file federal and state lobbying registration and reports as needed.
  • Provide training for personnel as needed to ensure compliance with federal lobbying requirements.
  • Work with senior staff as needed to ensure a shared understanding of federal lobbying rules.

Required Skills and Qualifications:

  • A bachelor’s degree, preferrable with a focus on government, public policy, and/or research, minimum three (3) years of professional experience in policy research, analysis, writing, and advocacy required.
  • Master’s degree in public policy, political science or public administration is highly preferred.
  • Demonstrated ability to carry out applied research and analysis to assess policy needs and evaluate current and proposed public policies
  • Willingness to gain knowledge of federal and New York State requirements and limitations on legislative advocacy by nonprofit organizations
  • Familiarity with one or more of HF’s public policy issue priorities
  • Demonstrated skills in writing effective, concise policy-focused materials
  • Strong verbal communications skills
  • Strong ability to develop work plans, synthesize complex policy information, meet deadlines, and manage multiple policy projects simultaneously
  • An understanding of HF’s priority issue areas, especially immigration, education, economic empowerment, and health
  • Experience working with Congress and managing relationships between advocacy groups, government officials, and Latino and immigrant communities is preferred.
  • Fluency in written and spoken Spanish is an asset.
  • Strong commitment to the Latino community and to HF’s mission and values
  • Excellent interpersonal skills, with a flexible and collaborative spirit
  • Computer skills including Microsoft Office (Word, Excel, PowerPoint)

Compensation

The salary range for this position is $65k-$75k and is commensurate with experience. Compensation includes fully paid medical, dental, vision insurance accessible as of the first day of employment, access to flexible spending for medical and transportation, and a 403 (B) retirement plan with a company match of up to 6% after 6 months of service.
