Location: Central Office Anticipated Start Date: May 15, 2023Terms of Employment: 12-month positionCompensation: Salary to be determined based upon experience. Benefits in accordance with employees’ individual contract.Qualifications:
  • Minimum of a Bachelor’s degree in either education, human resources, or other related fields, Master’s degree preferred.
  • At least five years of full-time or equivalent part-time experience in human resources, public sector, particularly municipal and/or school district, preferred.
  • Excellent understanding of HR functions, principles, and procedures of public human resource administration, including; HRIS and payroll computer applications such as MUNIS, SchoolSpring, Frontline, and ASPEN.
  • Strong project management skills, problem-solving, and analytical skills with the ability to conduct and facilitate discussions with supervisors, hiring managers, committees, and candidates

Job Description: The Human Resource Coordinator will direct, execute and monitor all operational and administrative Human Resources functions in the Hingham Public Schools, working efficiently and effectively within a culture of respect, equity, ethical behavior, integrity, and good decision-making while striving for continuous improvements.The Human Resources Coordinator supports the Superintendent, Leadership Team on all aspects of Human Resources related to recruiting, motivating, and retaining talented and diverse staff. Provides routine assistance to employees in interpreting and administering the benefit programs, personnel policies and procedures, and collective bargaining agreements.Recruitment, Hiring, and Retention:
  • Directs recruitment and hiring activities, including the posting of vacancies, and assisting the school administration in screening, selecting, and interviewing candidates.
  • Applies strategies such as the use of social media, job fair events, and the creation of materials that support recruitment for various positions.
  • Ensures hiring procedures and strategies to promote increased workforce diversity, including attendance at job fairs and recruitment events.
  • Conducts the initial orientation of staff members regarding personnel matters, including collective bargaining agreements, employee benefits, and matters relating to identification verification and/or work eligibility.
  • Coordinates uniform hiring criteria, screening protocol, school employee job descriptions, CORI and SAFIS background check process, and maintenance of application materials.
  • Monitors and reviews job classifications and salary structures and recommends changes as required; revises and maintains job descriptions. Works with the administration to draft job descriptions. Implements and oversees related salary and classification studies.
  • Assists in the planning and implementing New Employee Orientation, Mentor Training, and New Teacher Induction Courses.
  • Develops, publishes, and maintains handbooks, including the school district employee handbook and human resources procedural manual, and online and website resources related to personnel.
  • Manages position requisitions and evaluates documentation (e.g. employment verification forms, applications, salary schedules, changes in employment status, licensure renewals, etc.) in conformance with Collective Bargaining Agreements, district policies, and state requirements.
  • Creates and maintains the supervisors' guide for new hire onboarding and acclimation.
Employee Records:
  • Performs and supervises the preparation and submission of personnel, payroll, and benefits documents for new employees to the business office/payroll staff.
  • Collaborates with payroll to oversee all issues related to an employee’s salary and benefits enrollment.
  • Interprets and implements policies pertaining to licensure, classification, assignment, compensation, and other related areas
  • Manages and maintains a central computerized personnel system; Ensures that the employee database is updated with the most current data on staff qualifications, licensure, mandated training, and endorsements, including official personnel records in compliance with State and Federal laws and best practice guidelines, including salary information, benefits, and attendance.
  • Oversees systems for documenting staff absences, including personal, vacation, and professional leave for all employees, and answers inquiries from staff regarding balances, entitlements, and policies and procedures.
  • Receives, processes, and coordinates all personnel transactions, including leaves of absence, resignations, transfers, reassignments (voluntary and involuntary), etc.
  • Collaborates in implementing the contractual “Sick Leave Banks’ and, as a member of the district’s Sick Bank Committee.
  • Maintains a list of teachers’ advanced study credits.
  • Collaborates in completing the seniority lists for certified, classified (represented and non-represented) employees.
  • Prepares all personnel contracts entered into by the district, including individually negotiated contracts.
  • Ensures Criminal Records Investigations (CORI) for all employees, volunteers, contractors, and Statewide Applicant Fingerprint Identification Services (SAFIS) results are maintained.
  • Has working knowledge and understanding of the Family Medical Leave Act (FMLA) and coordinates and manages the FMLA process for all school employees on medical leave, including composing leave of absence letters in accordance with union contracts and FMLA. Audits records periodically to ensure compliance and completeness.
  • Manages the substitute processes through Frontline or other software. Provide for the onboarding and necessary training of substitute teachers.
Labor and Employee Relations and Employee Engagement:
  • Advises applicants and the public on career opportunities and explains the application and hiring procedures.
  • Assists in preparation for the recruitment program for professional and non-professional staff, including advertisement and posting open positions.
  • Attends and represents the District at meetings, training, seminars, and conferences related to human resources; participates in committees as requested.
  • Develops and maintains the school district employee handbook, personnel procedures manual, and web-based employee resources.
  • Analyzes and responds to salary surveys and similar inquiries.
  • Prepares required federal, state, and local reports and associated documentation.
  • Assist with building a vibrant culture at Hingham Public Schools.
Compliance:
  • Works with others in the Finance office to prepare materials and maintain files for the various bargaining groups, administrators, administrative evaluations, collective bargaining, and legal matters. Must have a thorough knowledge of bargaining unit contracts and be able to interpret and provide guidance on interpretation. Implements contract obligations within the various systems to monitor and ensure accurate accruals and compensation.
  • Assures adequate supervision and evaluation procedures are implemented throughout the District, and related contractual guidelines are followed.
  • Provides assistance and advice to principals and other supervisors with the observation, documentation, and evaluation of staff members.
  • Functions as the District’s designated agent in such matters as workers’ compensation, civil service, affirmative action/EEO, ADA, HIPAA, and FLSA and works with the Town Benefits Coordinator to process 1st Reports of Injury for Workers Compensation files.
  • Prepares and submits employment-related reports as required by State and Federal law, School and Town policies, and collective bargaining agreements.
  • Works in collaboration with the Student Information Officer to prepare and submit the EPIMS Report to the DESE.
General Operations:
  • Participates in the development and implementation of the district’s goals as a vital member of the central office team.
  • Assists the Town with the open enrollment process for all insurance benefits; Coordinates all continuing insurance self-payments.
  • Manages employment verifications, unemployment requests for information, and other HR projects.
  • Assists individual staff members when personal or professional situations arise in order to support them through leaves, FMLA, ADA accommodations, or in the transition to retirement.
  • Performs other duties as requested or assigned by the Superintendent or Business Manager.

  • Regular interruptions to assist staff members.
  • May spend extended periods of time at a computer, on the telephone, or operating other office machines, requiring eye-hand coordination and finger dexterity.
  • Some travel by personal automobile; attendance at off-site meetings.
