Heffler Contracting Group is Hiring a Human Resources Manager Near El Cajon, CA

HEFFLER CONTRACTING GROUP is an established General Contractor within the Federal Construction Sector, Located in El Cajon, California. We primarily support and perform contracts with USACE, NAVFAC, DHS, NASA, and other Federal Agencies.

We have an opportunity for an HR Manager to join our team! Experience in the construction industry is required. The HR Manager is responsible for the leadership and implementation of human resources for the company. This person handles HR strategy and administration and serves as a trusted advisor for the leadership team. The HR Manager is a role model for the company and an expert in HR compliance and employee relations.

Responsibilities

  • Create, implement, and recommend human resources policies and objectives that support the company’s goals.
  • Identify legal requirements impacting the human resources function; monitor potential exposure and mitigate company risk.
  • Act as a trusted advisor to management; provide guidance and coaching to build management and leadership capabilities across teams.
  • Oversee employee relations concerns; ensure investigations are completed properly and documented; assist with performance management strategies and documentation.
  • Create and implement innovative programs for talent acquisition, employee retention, and engagement.
  • Establish and monitor employee programs such as compensation, benefits, and safety.
  • Conduct and coordinate periodic wage and benefit surveys.
  • Establish standard recruiting and placement practices and procedures. Manage the recruitment of qualified applicants and ensure best practices are followed.
  • Oversee training and development programs including management training, worker safety training, sexual harassment training and all other training required by OSHA.
  • Provide direction and participate in new employee orientation.
  • Oversee and manage workers compensation claims; work directly with brokers and insurance companies to monitor and reduce risk and liability.
  • Coordinate the use of Human Resources consultants, insurance brokers, insurance carriers, pension administrators, training specialists, etc.
  • Inform the CEO of concerns and potential problems that may jeopardize the achievement of company objectives.
  • Keep the corporate employee records current including medical files, benefits files, I-9s, and performance documentation.
  • Responsible for completing, organizing, and relaying information to various reporting agencies as required by law (i.e. EDD, IRS, SSA, EEOC).
  • Responsible for enforcement of company policies and standards through written material, training, and administration.

Experience/Education

  • Bachelor’s degree in Human Resources, Psychology, or Business Administration preferred
  • HR certification such as SPHR, PHR, SHRM-SCP, or SHRM-CP
  • Minimum of 5 years of experience in a human resources leadership role
  • Prior experience working in the construction industry
  • Experience with certified payroll required
  • Bi-lingual with Spanish preferred
  • Prior Bamboo and Foundation Accounting Software experience a plus
  • Proficiency with Microsoft Office including Word, Excel, and Outlook
