Job Description
SUMMARY:
Under the general direction of the Associate Vice Chancellor, Labor Relations or other assigned manager, independently perform a variety of responsible and complex duties related to human resources and labor relations operations including support for performance management, and assistance in contract negotiations and collective bargaining.
ESSENTIAL FUNCTIONS:
Analyze departmental activities and documents for compliance with District policies and governmental rules and regulations; conduct independent research/analyses on legal inquires, complaints, disciplinary actions, union grievances, and other administrative concerns; advise and assist supervisory and administrative staff on related processes and procedures; prepare a variety of legal documents and materials such as contracts, side letters, and settlement agreements pertaining to collective bargaining.
Participate in informal and formal sexual harassment and discrimination complaint investigation and fact-finding activities as designated.
Coordinate communication with complainants, subjects of filed complaints, designated college administrators, and state compliance officials.
Independently research a wide variety of complex information requests related to Human Resources and Labor Relations.
Assist with functions of the District Negotiation teams including taking and transcribing notes and proposals from Collective Bargaining negotiation sessions.
Prepare collective bargaining documents; prepare presentations, reports, and back-up materials related to the Human Resources and Labor Relations area for meetings and Board action; coordinate follow-up activities for Board action as required.
Prepare charts, graphs, and tables for presentation or inclusion in reports.
Issue regular reports following established procedures.
Prepare and analyze market trends of high education institutions, drawing data from a variety of sources within and outside the department; research applicable and related reference codes and past practices contract clauses.
Assist with office purchase requisitions, travel accommodations, leaves, risk management and insurance related items as needed.
Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.
SECONDARY FUNCTIONS:
Perform administrative office functions to facilitate the responsibilities of human resources; review and respond to correspondence; coordinate office communication.
Collect and compile statistics and information from identified sources; independently assemble and summarize information as directed.
Compose routine letters and memoranda. Route or answer routine correspondence not requiring the supervisor's attention.
Assist in the formulation of the department budget, business planning, and related planning functions.
Develop coding systems and maintain confidential department records and files.
Perform related duties as required.
KNOWLEDGE AND ABILITIES:

  • Laws, rules, and regulations related to Human Resources and Labor Relations programs.

  • Theories, principles and practices of labor relations, arbitration, and contract administration.
  • Trends in employer-employee-relations and human resources practices and procedures.

  • Communicate effectively both orally and in writing.
  • Read and understand collective bargaining documents.
  • Interpret, apply, and explain rules, regulations, and policies and procedures.
  • Maintain records and prepare reports.
  • Work independently with little direction; plan and organize work to meet schedules and timelines.
  • Understand and follow oral and written directions.
  • Conduct research, compile, and analyze information and calculate data.
  • Operate a personal computer including various software packages to enter and retrieve data using keyboarding skills in an efficient and effective manner consistent with requirements of the position.
  • Establish and maintain cooperative and effective working relationships with others.
EDUCATION:
Any combination of training and experience equivalent to: Bachelor's degree from an accredited college or university in labor or industrial relations, business or public administration, law or other related field
EXPERIENCE:
Five years of increasingly responsible human resources or labor relations; preferably from a public agency
WORKING CONDITIONS:
Confidential position. Human Resources environment subject to constant interruptions and frequent interaction with management, faculty, staff and the public. Some travel between District sites.
