POSITION DESCRIPTION:

What you will do at Precinct One

The selected candidate for the Project Manager Planning role will be responsible for all aspects related to the planning of infrastructure projects in Precinct One. This includes the management of all documents related to planning including plats, plans, agreements, studies, and statistical data. The Project Manager Planning will prepare planning information and effectively communicate that information to external and internal audiences orally, in writing, and in presentations. The Project Manager will be responsible for establishing and maintaining positive and productive working relationships with all project stakeholders and team members and making recommendations that steer projects in the direction established by Precinct One leadership.

The successful candidate will manage the Harris County Transportation Plan, safety studies, multimodal transportation plans, resiliency plans, parks master plans, infrastructure needs assessments, neighborhood plans, property plats, impact studies, and project performance measurement. Identification, development, and management of planning projects including the development and management of agreements/collaborations and establishment of project scope, budget, and timeline. You will maintain regular communication with project team members, stakeholders, and senior management. Identify potential risks, uncertainties, and challenges associated with the project. Proactively monitor and manage risks throughout the project life- cycle. Prepare planning information and communication with the project team, leadership, and stakeholders. Manage changes in project scope, objectives, or requirements, and assess their potential impact. Effectively communicate changes to all relevant parties. Perform community outreach. Provide recommendations to Precinct One leadership related to planning in accordance with Precinct One goals.

What you will bring to the Precinct

Education:

  • Bachelor’s Degree in City Planning, Civil Engineering, or an applicable academic discipline or other related field from an accredited college or university.

Experience:

  • At least five (5) years of county, city, or regional planning experience.

Licensure:

  • Valid Texas State Driver's License.

Knowledge, Skills, and Abilities:

  • Proficiency in Microsoft software applications such as Outlook, Word, Excel, and PowerPoint

  • Strong verbal and written communication skills

  • Experience with the development of county, city, corridor, transportation plans, multimodal and access management plans, congestion management, safety, parks, resiliency, or bicycle-pedestrian plans.

  • Experience in project management and in contracts for transportation planning studies

  • Experience with ArcGIS and/or similar data mapping programs. 

  • Strong communication and presentation skills.

Position Type and Typical Hours of Work:

  • This is a full-time position.

  • Days and hours are typically Monday - Friday, 7:00 am – 4:00 pm.

  • At times after-hours and weekend work is required.

  • Availability to work all shifts, weekends, after-hours, events, and holidays.

  • Assistance with Disaster Recovery efforts including extended hours and temporary job location reassignment.

Physical Requirements:

  • This position includes standard office work which may require remaining stationary and working at a computer workstation for long periods of time.

  • At times files or boxes must be transported weighing up to 15lbs. It also includes fieldwork which may require driving to and walking through active job sites and/or undeveloped areas containing uneven and sloped surfaces.

Work Environment: 

  • This position may operate in an indoor professional office environment and/or outdoor environment. 

  • Exposure to various and extreme weather conditions, temperature variations, loud noises, and possible dangerous chemicals could be encountered.

About Precinct One

There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government.

With approximately 1.1 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 39 percent African American, 37 percent Latino, 18 percent Anglo, 5 percent Asian and 1 percent other.

Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park, and the Shell Energy Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston, and the University of St. Thomas. Precinct One manages more than 20 parks, 11 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.
