JOB DESCRIPTION:
Under the supervision of the Superintendent, Governing Board and working collaboratively with other administrative staff, the Business Manager will perform complex, technical duties that drive critical & operational activities to ensure both the sustained fiscal health of Gateway Charter Academy (GCA) and manage its financial and major business operations by directing the operation of all financial and business affairs of the district including accounting, payroll, purchasing, and risk management. The Business Manager will also serve as the chief financial adviser to the superintendent and board of trustees.
JOB QUALIFICATIONS:
Education/Certification:
Undergraduate degree required (Accounting, public or business administration, or economics). MBA or similar advanced degree strongly preferred.
Special Knowledge/Skills:
The preferred candidate will have the following levels of knowledge and experience:
Demonstrate success in managing/monitoring budgets of at least $5 million.
Demonstrate success in managing contracts of up to $500,000.
Demonstrate ability to produce high-level and detailed financial reports.
Experience working in education organizations preferred. Charter school experience highly desired.
Knowledge of State of Texas school finance and state regulations related to financial operations.
Experience in managing and enforcing service level agreements and contracts for outsourced services.
Experience with general human resource procedures.
Demonstrate persistence in overcoming and removing obstacles to goal achievements.

DUTIES AND RESPONSIBILITIES:
Develop the annual budget in collaboration with the school administrators by managing revenue and expenditure targets including costs and protect the continued fiscal health of GCA.
Keep the superintendent informed on the business affairs of the district.
Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
Maintain a continuous auditing program for all funds and assist the district’s independent and internal auditors in conducting the annual or periodic audit.
Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Bulletin 679 and Financial Accounting Manual.
Develop period cash flow analysis to aid in determining cash available for investment and payment of bills. Maintain the district investment portfolio.
Oversee preparation of monthly bank reconciliations for the operating, special revenue, debt service, construction, tax, cafeteria, and athletic accounts; review reconciliations of vendor and payroll clearing accounts.
Prepare and enter all budget adjustments, additions, and deletions.
Review and approve all purchase orders and check requests and maintain control of budget by verifying availability of funds.
Assist in the preparation of the budget and development of long- and short-range objectives for the business operations of the district.
Plan and conduct need assessments for improvement of district business operations.
Administer the business office budget and ensure that programs are cost effective, and funds are managed prudently.
Provide leadership to achieve cost-effective practices throughout the district.
Ensure that business operations support the district’s goals and objectives.
Manage School property, business contracts, leases, and agreements.
Other duties to support the continued success of GCA as directed by the Superintendent.
Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
Ensure compliance with all business and financial requirements of the Charter and the State.
Compile, maintain, and file all physical and computerized reports, records, and other documents required.
Prepare and evaluate monthly financial statements and related budget reports.
Prepare and publish comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards.
Develop semi-annual financial information for submission of data to TEA.
Prepare quarterly and final reports for all federal or grant funds.
Attend all meetings of the Governing Board and provide reports of business management activities.
Provide financial data for outside grants and entitlements.
Present business and financial information for various groups through the community.
Maintain accurate and current computerized inventory records of the district’s fixed and movable assets.
Supervise maintenance of a timely replacement cost-asset listing for insurance purposes.
Organize and conduct sales to dispose of surplus and salvage equipment.
Supervise the preparation of bids and bid specifications.
Receive and open bids; tabulate results and prepare written recommendations.
Develop training options and/or improvement plans to ensure exemplary business operations.
