ERM is hiring an Environmental Regulatory Specialist in the Gulf, preferably in Louisiana or Texas. ERM will also consider candidates with direct experience in Louisiana if not physically located in the Gulf. The position is to provide direct support to ERM’s client on a full-time basis in environmental impact assessment and permitting for major capital development projects. The ideal candidate will have background in one of the natural sciences and experience in planning and coordinating environmental and regulatory permit application filings for complex capital development projects, such as natural gas pipeline systems, liquefied natural gas facilities, or other petrochemical facilities.
It is preferred and desired that the candidate has experience developing permits and permitting strategies for Federal Energy Regulatory Commission Projects. The successful candidate will offer A minimum of 10 years’ of relevant experience, including experience in environmental compliance planning and procedures for start-up and operation of complex facilities, including LNG facilities and marine petrochemical terminals.

RESPONSIBILITIES:
- Serve as the environmental interface with the facility’s commissioning and start-up Manager and client’s EPC contractor.
- Responsible for the environmental and associated regulatory planning and execution of commissioning and start-up activities for a LNG facility and natural gas pipeline system.
- Focus will be on Natural Gas Act, Clean Water Act, Louisiana Coastal Use Permit, and other permits, excluding air permitting.
- As a member of the commissioning and start-up team, work to develop and implement environmental compliance procedures relating to turnover, pre-commissioning, commissioning, preservation and maintenance processes and systems.
- Assist with client’s development of the facility Environment, Health, and Safety Management System. Integrate environmental management system programs into business operations. Develop and maintain related procedures.
- Serve as the project owner’s environmental representation during project construction. Work closely with various stakeholders including the Project Manager, Engineering Managers, and the Construction Team to provide environmental and regulatory compliance advice and leadership.
- Manage permit strategy to ensure continuous license to operate.
- Manage submittal of permit and regulatory required agency reports.
- The position will take direction from the facility’s EHS Management or Vice President.
- Manage the site level interface with agency auditor/inspector and represent the site during agency on-site inspections. Develop corrective action plans and oversee resolution of audit/inspection findings.
- Engage with multiple disciplines (engineering, regulatory, environment, land, etc.) to monitor and guide preparation of reports, permitting documents, NEPA documents, and state-level environmental reviews consistent with applicable federal, state, and local regulatory requirements
REQUIREMENTS:
- Bachelors or Master’s degree in environmental studies, environmental management, wetland science, planning, geography, or related natural resources science field of study.
- At least 5 to 10 years’ experience in permitting or in environmental/regulatory complex capital development projects, such as natural gas pipeline systems, liquefied natural gas facilities, or other petrochemical facilities.
- Demonstrated ability to research and prepare concise and accurate technical documents including presentation of findings to clients, stakeholders, and/or regulatory agencies.
- Excellent written and verbal communication skills and organization/analytical skills; experience recording/writing detailed technical data and reports.
- Ability to multi-task, maintain flexibility, travel, and work independently with minimal supervision.
- Experience with federal, state, and local permitting for development projects.
- Experience overseeing and coordinating desktop and online studies or research on natural resource or resource planning topics, Geographic Information System, map interpretation (National Wetland Inventory, U.S. Geological Survey, aerial photography).
- Demonstrated ability to establish a good rapport with project team members, excellent people skills, responsive, collaborative, versatile, effective in a fast-paced environment, and service-oriented.
- Valid driver’s license and good driving record.
