Job Description
The Environmental Engineer is responsible for supporting construction field execution by facilitating acquisition of all Federal, State, and local permitting. Assuring all permitting is requested in timely manner to assure no delays in execution of field installation activities. Assure all permitting is updated and current throughout construction activities. All Federal, State, and Local environmental regulations are strictly adhered to during the field installation activities. All Federal, State Local permit filings guidelines are strictly adhered to throughout the entire project and all required closeout filings are complete and recorded properly.
Responsibilities:
- The business encompasses a wide range of products, feedstocks and assets in locations that have very stringent regulatory requirements.
- This role provides support across the business to provide strategic and efficient compliance support.
- This position supports developing and sharing of best practices within the local organization, working within different facilities to share best practices and solving related problems at other locations as opportunity avails itself.
- The Engineer is responsible for supporting compliance and capital project demands in the business relating to ongoing commitment to meeting environmental compliance expectations in the areas of waste, water and air.
- This can include permitting, compliance recordkeeping, and required reporting for both internal and external stakeholders; compliance planning and implementation; and auditing.
- This will cover diverse environmental compliance issues including air, water, waste, groundwater, and wetlands, among others.
- The role deals with federal and state regulatory agencies, including the U.S. Environmental Protection Agency (EPA) Department of Transportation, the Texas Commission on Environmental Quality (TCEQ), and the Railroad Commission of Texas. Louisiana Department of Environmental Quality (LDEQ), Louisiana Department of Natural Resources.
- Serve as a subject matter expert on environmental compliance matters, primarily in permitting a wetland compliance.
- Represent company in regulatory advocacy through trade organizations' environmental committees, primarily acquiring permits and wetland compliance.
- Communicate regulatory developments across multiple businesses.
- Perform complex assignments that require developing and implementing solutions to environmental compliance challenges and acquiring permits.
- Complexity could be due to technical requirements, subject matter, or number of sites involved.
- Improve environmental performance through the development and implementation of corporate standards.
- Prepare permit applications or authorization requests to agencies for renewals, amendments, and other authorizations and notifications.
- Augment site staff in all environmental media to ensure appropriate delivery of routine, day-to-day responsibilities.
Requirements
- BS in Engineering or Science.
- 5 years of experience in negotiating environmental pipeline permits and developing environmental compliance implementation plans for pipelines and wetlands.
- Understanding of environmental issues and regulations typical in the pipeline (over the water development of production platforms).
- A demonstrated capability to work independently to develop and execute compliance strategies.
- A strong technical acumen is important, along with the ability to analyze and understand complex compliance situations and negotiations.
- Strong team leadership, project management, communication, and influence skills are required.
- Needs to be comfortable interacting at senior levels of the organization.
