Role Overview:

The Regulatory Environmental Lead Expert oversees the preparation of federal, state, and local environmental documents, and ensures that the environmental permitting of EDPR NA's projects meets the company's internal standards and pertinent regulatory requirements as well as provides strategic direction to the company regarding environmental matters.

What You Will Be Doing:

  • Directs or advises Project Developers, Project Managers, Civil Engineers, and others regarding the execution of environmental permitting strategies for EDPR's projects from planning phases through implementation.
  • Prepares project permitting budgets, investment analysis memos, and executive committee proposals for decisions including relevant financial impact estimates
  • Advises, provides training, and provides peer review for environmental affairs colleagues including the sharing of tools and techniques as appropriate
  • Assists with the preparation of NEPA (National Environmental Policy Act) and state environmental documents, including EISs, EAs, and other federal, state, and local environmental permits as needed
  • Prepares and peer-reviews drafts of permit applications, studies, scopes of work, and reports for environmental permitting and studies
  • Advises on strategic environmental affairs and corporate policy direction
  • Uses demonstrated experience to anticipate and prevent Environmental "hindrances" to the development processes.
  • Maintains comprehensive knowledge of Environmental policies, regulations compliance requirements, and the relationship of the requirements with facility development.
  • Develop project-specific scope and schedule documentation to define the Environmental work activities required for the successful development of new projects.
  • Tracks emerging issues, regulations, and policy issues. Organizes and/or assists in the maintenance of required Environmental record-keeping for the facilities.
  • Provides Environmental oversight during various types of activities including interface with regulatory personnel.
  • Supervises the work of project environmental consultants, manages contract execution, manages project permitting schedules and budgets, and ensures the quality of documents.
  • Leads agency meetings and preparatory strategy meetings with critical internal and external stakeholders.
  • Develops and maintains strong collaborative relationships with key allies, stakeholders, and regulators to advance projects.
  • Provides training and guidance to EDPR staff regarding environmental affairs, permitting, and siting
  • Makes recommendations regarding internal standards for environmental, biodiversity, and sustainability projects and mitigation measures
  • Responds to internal environmental-related inquiries in support of Power Purchase Agreement bids, project financing, and third-party due diligence
  • Assists with the development and implementation of an Environmental Management System
  • Represents EDPR in the renewable energy industry and non-governmental organization (NGO) collaborations, initiatives, and forums regarding wildlife policy and siting issues (e.g., REWI, EWAC, ACP, SEIA)
  • Maintains a robust national network of consultants, contractors, and industry allies to advance EDPR permitting and compliance strategies.
  • Serves as lead negotiator in permitting efforts
  • Manages legal counsel in an effort to address compliance and regulatory issues

Minimum Requirements:

  • Bachelor's degree in a related field; Master's degree preferred
  • 8 years of demonstrated experience and success in permitting energy projects in diverse regulatory environments
  • Thorough knowledge of environmental requirements for renewable energy projects.
  • Excellent written and oral communication skills, including first-rate drafting and editing abilities
  • Ability to quickly gain a working knowledge of key and emerging issues in renewable energy siting and permitting
  • Demonstrated experience in negotiating with local, state, and federal regulators.
  • Successful track record in supporting Environmental compliance at multiple facilities/regions within multiple regulatory jurisdictions.
  • Very strong collaboration, communication (both oral and written), and interpersonal skills with a customer-oriented focus.
  • Demonstrated ability to communicate effectively with management.
  • Demonstrated ability to communicate and work cooperatively with regulatory agencies.
  • Demonstrated ability to manage multiple priorities and successfully complete them within specified timeframes.
