Vice President for Housing and Innovative Economic Programs

SCOPE:

The Vice President for Housing and Innovative Economic Programs serves as the catalytic engine of EMPath’s economic mobility housing operations. As a member of the executive leadership team, the Senior Vice President has responsibility for providing strategic direction, management, and oversight of emergency congregant shelter and co-shelter (Hastings House, Hosmer, and Horizons), scattered sites (Stabilization and STEPS) and EMPath’s groundbreaking executive-informed Career, Family and Opportunity (CFO) program. At any one time, these programs serve 322 families. These families are supported by 48 direct service staff, 6 directors, and three AVPs. The three AVPs and the director of the CFO program report directly to the VP for Housing and Innovative Economic Programs. The VP for Housing and Innovative Economic Programs reports to the SVP/COO and interfaces regularly with the President and CEO.

PRIMARY RESPONSIBILITIES:

PROGRAM PLANNING, DEVELOPMENT and MANAGEMENT:

Identifies, researches, designs, recommends, and implements innovative programs, consistent with the mission of the organization, defined organizational priorities, and in response to community and consumer needs;

Coordinates the ongoing scanning of external factors, such as legislation, regulations, funding opportunities and community needs to assist in the design of new and/or expanded services;

Develops business (strategic, operational and financial) plans to ensure cost effective operations and the long-term stability of programs or services;

Coordinates and provides technical assistance around program start-up and implementation;

Establishes and monitors program standards, policies and operating procedures;

Specifies program outcomes and establishes systems for ongoing evaluation and monitoring;

Provides oversight for all aspects of program operations to ensure cost effective, quality services consistent with organizational goals, risk management standards and external regulatory and contractual requirements;

Oversees ongoing program assessment and evaluation to enhance the quality of services, to ensure accountability around program outcomes and for program; modification as needed; and

Establishes standards for data collection and reporting to meet internal decision making and planning needs and to comply with external reporting and contractual requirements.

STAFF DEVELOPMENT AND MANAGEMENT:

Identifies optimal staffing patterns to promote cost effective, high quality functioning within the context of available fiscal resources and program goals and objectives;

In collaboration with HR, provides direction for the recruitment, hiring, training, supervision and evaluation of program staff;

In concert with the COO, supervises and fosters the professional growth and development of program directors and supervisory staff; and

Promotes communication and information flow vertically and horizontally among staff, programs and other organizational units as needed.

FISCAL MANAGEMENT

Coordinates and monitors all programs to meet annual and long-term fiscal targets;

Identifies strategies for generating and maximizing program-based revenue opportunities;

Works with fiscal staff to administer and manage program budgets in accordance with organizational targets and funding (public and private) requirements;

Identifies and implements strategies for cost containment and to maximize and leverage resources to support program operations;

Establishes targets for meeting annual program-based revenue goals;

Works with Institutional Advancement staff to identify and generate program specific funding and revenue; and

Serves as liaison to external funding sources including contract and grant officers.

EXTERNAL RELATIONS:

Establishes routine communication with external funders, program and contract officers;

Provides direction and oversight to ensure that all marketing and communications initiatives are consistent with organizational and program goals and priorities; and

Actively participates in professional and community for a and conferences to increase public awareness of the programs of EMPath.

SUPERVISION and LEADERSHIP:

Supervises AVPs and the director of CFO;

Collaborates with the COO to implement and supervise use of coaching practices;

Maintains updated general knowledge of Mobility Mentoring;

Leverages external relationships to stay abreast of new opportunities, trends and innovations;

Makes public presentations on related subjects as an expert in the sector, including testifying at public hearings and presenting at conferences; and

Other tasks as assigned related to strategy and management

KNOWLEDGE, SKILLS, and ABILITIES:

Ability to identify and effectively promote EMPath’s competitive advantages, to negotiate competitive terms and secure desired outcomes, and to critically utilize market data and analysis;

Ability to make persuasive public and written presentations to organization, Board, elected officials, and housing sector audiences;

Demonstrated experience of successfully coaching and mentoring staff through consistent weekly supervision, effective ongoing teaching and learning and active listening;

Ability to conceptualize housing and site planning, unit mix, financing and costs;

Current knowledge of Massachusetts’ affordable multifamily housing, including tax credit and bond finance, policy, law and practice;

Demonstrated ability to team build, work collaboratively within EMPath interdepartmentally to achieve organization wide unified response and agreement for both new and existing project design;

Demonstrated successful experience in preparing state other funding applications, and broad knowledge of subsidy programs;

Ability to stay organized, focused, and meet deadlines without prompting;

Demonstrated ability to work successfully with community groups, government and private sector;

Strong analytical skills, proven project design and assessment capabilities;

Superior written and verbal communication, negotiating skills, communication within the team including with supervisor and reports;

Ability to learn new funding and design programs quickly and implement successfully; and

Computer literacy competences, including WORD, Excel, Power Point, Outlook.

EDUCATION & EXPERIENCE:

MA or MPPA degree in urban planning, public administration, human development, business, real estate, or related field preferred.

Five to 7 years' experience successfully managing and innovating several programs concurrently

SALARY RANGE: $140,000-$155,000
