Computer World Services, Corporation (CWS) is seeking an exceptional candidate to serve as the Project Manager (CORA Support) for the US Department of Justice (DOJ) Service Desk and information technology (IT) Services for all Civil Division components supported by the Office of Information Technology (OIT). OIT requires support to provide enterprise-level service desk and incidental information technology services in support of OIT's operational requirements. Services include: Help Desk Support, IT Operations Management and Support, Mobile Support, IT Asset Management, Software Development and Support, IT Security Program Support, IT Incident Response and Reporting, Classified Processing, IT Training Services, Laptop Lending Program Support, Application Services Help Desk, SharePoint Support, Litigation IT Travel Support, Reasonable Accommodation Support, Case Information Management System (CIMS), and Civil Online Relativity Application (CORA) Support, and Copy Center Operations. The Civil Division consists of approximately 2,700 personnel primarily located in the Washington, DC National Capital Region (NCR).
The Project Manager (CORA Support) for the DOJ CIV Help Desk and IT Support Services will manage Civil Online Relativity Application (CORA) support activities at customer's Washington DC locations with customer coverage hours for team M-F 7:00AM-6:00PM. The candidate will lead a certified team providing bug fixes, enhancements, maintenance, and development of applications built on Relativity. The candidate must possess the necessary technical certifications and skills to demonstrate competence in the relevant technical area(s). The ideal candidate will have extensive knowledge of Relativity with certifications as a Relativity Certified Administrator and Relativity Infrastructure Specialist. Also, extensive SQL Server 2016 (or newer) experience and strong management and leadership skills. The Project Manager will work closely with the Application Systems Analysts, Programmers, and end users to ensure the delivery of high-quality, reliable, and efficient applications.
Key Tasks and Responsibilities
Technical Leadership responsibilities:
  • Lead a team of Application Systems Analyst and Programmers in the development, testing and deployment of new software solutions and enhancements utilizing Relativity applications.
  • Develop, implement, and maintain software development standards, procedures, and methodologies.
  • Evaluate and provide recommendations on current and planned database technologies and architectures.
  • Work with Business Analysts and end users to clarify requirements and recommend new technical solutions.
  • Troubleshoot data integration, data transformation, data exchange and database problems.
  • Provide support and maintenance of legacy databases and applications, including creating complex queries, stored procedures, views, and user-defined functions in an SQL environment.
  • Ensure all development activities adhere to software security best practices.
  • Create and maintain project schedules and track project progress against milestones.
  • Provide technical leadership and guidance to team members.
  • Document database or application standards, procedures as well as system and user documentation.
  • Ensure team members have the necessary training, resources, and support to deliver high-quality applications.
  • Manage relationships with vendors and other third-party contractors as needed.
Technical Support responsibilities:
  • Support the four (4) on-premise instances of Relativity (DEV, Test, Lab, and Production).
  • Keep systems and applications operational, functional, available, and updated.
  • Perform design, implementation, and management services of Relativity software and applications, including system maintenance, upgrades, patches, hotfixes, application support, analysis, and troubleshooting.
  • Monitor environment to ensure Relativity remains available during business hours and proactively look for ways to improve uptime, performance, alerting, and efficiencies of systems.
  • Support, monitor, maintain, and upgrade Relativity systems to ensure Civil Division remains current on the latest technology.
  • Add features, enhancements, and applications to CORA at the government's request.
  • Assist Government personnel in using and understanding CORA to support mission priorities and litigation strategy.
  • On a scheduled basis, provide system maintenance support for maintenance events such as planned patches, updates, upgrades, hotfixes, testing for CORA.
  • Provide the Government advanced notice of any required downtime or system maintenance, coordinate acceptable maintenance windows and communications as necessary and obtain written concurrence from the GTM prior to proceeding.
  • Administer and monitor Relativity's SQL databases and ensuring confidentiality, integrity, and availability of data.
  • Administer and monitor Relativity storage usage and nightly back-up and refresh.
  • Remediate all vulnerabilities as they arise, including supporting monthly OS patching and deploying Relativity patches as they are released at minimal disruptions to day-to-day operations.
  • Ensure all Relativity systems conform to Secure Technical Implementation Guidelines (STIG) and making configuration changes as necessary to meet compliance.
  • Participate in designing of information system contingency plans for Relativity that maintain appropriate levels of protection and meet time requirements for minimizing operational impact to the Civil Division.
  • Support the assessment and authorization of CORA by implementing required security controls and providing control responses and artifacts to the Information System Security Officer (ISSO).
  • Provide advice on potential and/or emerging vulnerabilities and providing expertise to correct and address issues. This includes providing advice and assistance in identifying potential deficiencies that could impact the DOJ network or system security.
  • Create, manage, and modify Relativity workspaces including archival or export of data when a case is no longer active.
  • Manage ingest and exporting of Relativity data.
  • Assist and support the Government in developing CORA SOPs.
  • Aid in cleaning classified spills.
  • Create and provide meeting materials for weekly status report meeting.
  • Provide monitoring and reporting services that include the activities associated with the ongoing performance, surveillance, tracking, problem escalation, resolution and reporting of problems.
  • Attend and provide information in meetings with the Government as informed by the Government Task Manager (GTM), COR, and/or the CO.
  • Provide written engineering reports detailing any concerns and engineering tasks performed during the week and planned upcoming work.
  • Identify opportunities to improve IT services through performance of gap analysis between current and future state.
  • Provide assistance and participate on new project(s) testing and deployment/delivery.
  • Provide required support to maintain system availability of 99.999%.
  • Schedule and deploy releases and patches.
  • Develop engineering review requests and test the change in the lab, prior to submitting a change for engineering review.
  • Follow the established process for implementing any changes to the production environment, to include providing recommendations for changes as needed and submitting a request to the Change Control Board (CCB) for review and impact analysis.
  • Integrate any technology changes and upgrades as approved by the Configuration Control Board (CCB) to meet user requirements and maintain operational currency of IT systems and networks.
  • Process, categorize and assess system activities, validating that changes are tested and controlled, and unplanned services disruptions are avoided.
Job Requirements:
Education & General Experience
  • Bachelor's degree in Computer Science, Information Systems or a related field.
  • 7 years of experience in software development, including 3 years in a managerial or team lead role.
  • Strong leadership and management skills.
  • Experience providing leadership, technical guidance and developing team resource skills and capability to provide: Web Application Development and Maintenance Support, Application Engineering Support, Database Administration Support
  • Experience with Agile development methodologies.
  • Familiarity with security best practices and compliance requirements.
  • Experience with database design and management, including creating complex queries, stored procedures, views and user-defined functions in an SQL environment.
  • Strong knowledge of web development best practices, including accessibility compliance guidelines from Section 508 of the Rehabilitation Act and Civil Division website administration policies
  • Experience with troubleshooting complex problems with web content, browser compatibility, and database performance
  • Experience with cloud-based technologies such as Azure or AWS is a plus.
  • Strong verbal and written communication skills.
  • Ability to work in a team environment and collaborate with other developers, IT professionals, and stakeholders.
Certifications and Specialized Experience
Must have or obtain certifications within the first 90 days of starting employment:
Required Certification(s) and specialized experience.
  • Relativity Certified Administrator certification is required for the performance of all front-end technical (Relativity) activities, work, services, or support.
-OR-
  • Relativity Infrastructure Specialist certification is required to perform back-end technical (Relativity) activities, work, services or support.
  • Requires extensive database administration and application experience to perform backups and restores of databases and tables, creation of new databases and tables, modifying database schema, performance tuning, reorganization or rebuild indexing, execute SQL server agent jobs, perform database integrity checks, bug fixes, third-party application programming interface (API) updates, security and patch updates, and monitoring.
Other Desired Certification(s) and specialized experience.
  • Security certification is desired.
Security Clearance
  • An active Top Secret Tier 5 (SSBI) clearance is required.
Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
  • May require local travel to customer sites.
  • This position may require working outside of regular business hours, including nights, weekends, and holidays to support after-hour emergencies or surge support.
