Duties

As an IT Project Manager, you will:
  • Determine appropriate products or services with clients or customers to define project scope, requirements, and deliverables; develop, modify, or provide input to project plans; implement project plans to meet objectives; coordinate and integrate project activities; manage, lead, or administer project resources.
  • Participate in change control (e.g., reviewing configuration change requests plans and procedures); conduct IT strategic planning and project management activities in the areas of project management, capital planning, facilitate teams in conducting analyses, developing goals, objectives, and strategies, and in other strategic, tactical, and business planning activities.
  • Distribute information as necessary to key project stakeholders. Prepare and present status reports and briefings to senior management and customers on project progress, timelines, resources, and deliverables.
  • Participate in HUD and OCIO and Ginnie Mae task forces and working groups to implement Agency and government-wide standards and to develop and share best practices in IT project management.

Conditions of Employment

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
  • Providing operational recommendations concerning IT project governance and strategic planning to support an organizations priorities, mission, and vision; AND
- Providing technical analysis and advice to senior management regarding the planning, execution and support of department- or agency-wide IT programs; AND
  • Performing or directing a wide variety of IT projects in the secondary mortgage market within a government agency, such as FHA, VA, PIH or RH, or within a government-sponsored enterprise (GSE), such as Fannie Mae, Freddie Mac, or the Common Securitization Solution (CSS).
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
