Devex is currently assisting a non-profit organization which assists vulnerable and excluded people and communities in the Americas to search for a highly talented New Business Manager that will be based in their headquarters in Washington, DC.

Job Description

The incumbent will have overall responsibility for designing programs and developing proposals for funding primarily from USAID, State Department, and other USG agencies (DOL, USDA). Will also support design and development of proposals for other bilateral donors, multi-later development agencies, private sector and Foundation donors. With respect to program design, the incumbent will bring to bear his/her knowledge of USAID rules and regulations, USG procurement cycles, project development, the subject area, the organization’s program experience, and relevant research to develop strategies and approaches that will produce measurable outcomes and be responsive to donor solicitations. She/he is also expected to manage the proposal process in accordance with the organization’s systems and protocols, drawing on and working collaboratively with their staff from field and HQ.

Major Duties and Responsibilities:

• Become and remain knowledgeable about the programs generally, but specifically those in the area for which he/she has primary responsibility

• Analyze RFAs and other solicitation documents to recommend approaches and the organization’s response

• Conduct field and other program design and proposal capture/response research, drawing also on other staff to assist

• Manage and be the lead writer on proposal teams

• Identify emerging opportunities for the organization

• Lead capture trips

• Maintain and keep up to date relevant capability statements and past performance references

Qualifications

Education, Experience and Other Qualifications:

• BA/BS or equivalent in a relevant field. MA/MS preferred

• Excellent English writing ability required.

• Spanish or French language proficiency required. Fluency in both preferred.

• At least 1 year of Field experience required (preference for LAC), with field management or operational experience a plus

• 4 years of experience in international development 

• Experience with both for profit and non-profit international development organizations a plus

• Demonstrated effectiveness in winning proposals from USAID and State Department required; experience with other USG agencies and other bilateral donors preferred.

• Familiarity with program evaluation and monitoring systems

• Familiarity with budgeting with USAID and other USG experience preferred

• Familiarity with private sector and Foundation fund-raising desired

• Demonstrated initiative and a deep interest in and passion for international development

• Leadership skills – intellectual and management

• “Outlier” thinking and creativity
