Roles & Responsibilities

The Program Manager will provide leadership, management and direct support to Culmen International’s Departments of Defense and State international programs. The Program Manager will be responsible for providing oversight and ensuring the proper and successful execution of these collaborative international programs and project deliverables. This position will require considerable collaboration with team members and United States Government (USG) employees which includes senior members of the government, contracting officer and contracting officer representative. The Program Manager’s guidance will be essential to operating the project to completion in accordance with established timelines.

Roles and responsibilities:

• Directly responsible for cost, schedule and performance parameters and implementing effective risk mitigation plans for issues and risks that may arise.
• Implement effective recruiting strategies and plans to locate qualified personnel and find talent; work with international professional employee organizations to achieve staffing goals.
• Plans, organizes and directs personnel and operations to meet final government Performance Work Statement requirements.
• Organizes and executes communication strategies to ensure program objectives and processes are articulated and understood by the workforce.
• Ensure quality performance of contract throughout execution.
• Provide leadership and guidance to team members to ensure project is carried out properly and timely.
• Communicate key insights, objectives and overall strategy to both Culmen and USG executive team and frontline employees.
• Collaborate with USG stakeholders at regular intervals to coordinate information exchange between both parties.
• Manage day to day operations of an internationally distributed, multi-functional team.
• Oversee program financial tracking and reporting systems.
• Coordinate with key corporate support offices to align efforts for program success.
• Draft, finalize, track and review contract deliverables.
• Lead growth initiatives in Central and South America. 

Basic Qualifications

• Possess a bachelor’s degree from an accredited university.
• 5 years executing international or OCONUS programs with Departments of State and Defense involving multiple non-US collaborators 
• Exceptional organizational and program/project management abilities.
