Core One is Hiring a Training Operations Manager Near Sterling, VA

Training Operations Manager:

Training Program Management:

  • Develops and implements comprehensive training strategies, policies, and procedures to support Core One’s goals and objectives.
  • Collaborates with cross-functional teams to identify training needs, design effective training programs, and establish training goals and objectives.
  • Coordinates and oversees training programs' scheduling, logistics, and delivery, ensuring they are executed smoothly and within budget.
  • Monitors and evaluates the effectiveness of training programs through feedback, assessments, and metrics, and make recommendations for continuous improvement.
  • Determines the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for organizational improvements, develops the requisite plans, and directs implementing actions for programs under his/her purview.
  • Manages all infrastructure support required for training execution; which includes hotel, office spaces, rental properties and vehicles.
  • Assists Program Directors/Managers in expense report approval and matrix validations.
  • Maintains independent contractor staffing and scheduling for hundreds of contractors a year across multiple geographic locations and projects.
  • Interviews and hires independent contractor personnel to include technical instructors, exercise coordinators, analysts, and additional IC support.
  • Provides a range of technical and logistical support associated with the all Core One Training programs.
  • Travels domestically and internationally as necessary based on mission requirements (Training, PDSS, infrastructure support, customer support).
  • Procures equipment while maintaining a detailed cost analysis of equipment funding spent and funding available.
  • Maintains accountable equipment inventory; coordinates with Core One inventory managers to ensure equipment is accounted for and secured.
  • Monitors schedules, resource allocation, and budgets to ensure projects are completed in a timely fashion.
  • Communicates with Core One’s FSO in maintaining and managing security clearances of the 1099 support.
  • Maintains and creates Independent Contractor Agreements (ICA) for all 1099 support and vendors.
  • Manages all accounting and reconciliation for all ODC expenses.
  • Initiates project setup with corporate office and staff at Core One.

Team Management and Development:

  • Leads, coaches, and develops a team of training associates, contractors, and support staff, fostering a culture of excellence, collaboration, and continuous learning.
  • Conducts performance evaluations, set performance goals, and provide regular feedback to team members to drive their professional growth and development.

Stakeholder Engagement:

  • Builds and maintains strong relationships with internal stakeholders, clients, and external partners to understand their training needs and ensure their satisfaction.
  • Collaborates with clients to customize training programs to meet their specific requirements and expectations.
  • Proactively communicates and reports on training program status, progress, and outcomes to stakeholders, highlighting successes, challenges, and opportunities.

Operational Efficiency and Quality Control:

  • Develops and implements standardized processes and workflows to streamline training operations, improve efficiency, and maintain consistency.
  • Ensures compliance with industry regulations, standards, and best practices in training delivery, instructional design, and learning technologies.
  • Conducts regular quality control assessments to ensure training materials, documentation, and resources are accurate, up-to-date, and of the highest quality.

Requirements:

  • Bachelor's degree in a relevant field (e.g., Education, Training & Development, Business) or equivalent work experience.
  • Proven experience (5 years) in training program management, preferably in a military, corporate, or organizational setting.
  • 10 years experience in one of the following:
    • Military Special Operations
    • Signals intelligence
    • HUMINT operations
    • All-source intelligence collection
    • Intelligence targeting and collection
    • Surveillance operations
  • Demonstrated ability to manage multiple complex training exercises simultaneously.
  • Excellent project management skills, with the ability to prioritize, multitask, and meet deadlines in a fast-paced environment.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels.
  • Proficiency in learning management systems (LMS), training software, and other relevant technologies.
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions and recommendations.
  • Ability to manage multiple complex training exercises simultaneously.
  • Excellent Microsoft Office skills, including Word, Excel, and PowerPoint.
  • Attention to detail
  • Ability to obtain and maintain a Top Secret security clearance.

Desired:

  • Prior SOF military or intelligence community experience 
  • Prior training experience with DoD, CIA, FBI, or DIA
