Compass Affordable Housing is Hiring a Program Manager Near Tucson, AZ

The Community Housing Manager position is responsible for overall operations of the Community Housing Program and related administrative functions. The Community Program Manager works closely with the Compass Affordable Housing (CAH) Senior Team and other Program Managers. This position ensures compliance with CAH directives and applicable grantor/funder program requirements and contract deliverables.

  • Oversee program activities in accordance with the mission, policies, and goals of CAH.
  • Ensure that budget and contract requirements meet monthly and annual projections.
  • Ensure all contract and program goals are met including customer satisfaction, safety, effectiveness, and quality program staff performance.
  • Work with the budget and senior team to manage budgets, review program goals and objectives, implement changes and make necessary adjustments when needed.
  • Prepare, review, and approve timesheets for timely submittal to the CAH accounting department.
  • Responsible for prompt vacation and sick time paperwork and performance reviews.
  • Review all program-related check requests and submit complete and correct requests by the due date.
  • Responsible for financial participant records and timely payment of rents, utilities, and other contracted financial assistance to program participants.
  • Assess program status and be able to recommend, implement and manage changes and interventions when needed to ensure program goals are achieved.
  • Coordinate participant referrals in the Pima County Homeless Management Information System (HMIS) and manage referrals to meet contract daily and annual goals.
  • Manage HMIS-related data, reporting, and other activities timely and accurately.
  • Work with CAH staff to prepare for and coordinate all contract and funding compliance monitors.
  • Regularly implement random participant file audits and correct or update as needed.
  • Monitor and ensure compliance with contract performance standards including household numbers, percentage goals, unit/bed utilization, participant numbers, referrals, support services, HMIS, etc.
  • Conduct reviews of program staff with the Program Superintendent or CEO.
  • Manage staff calendars to track staff appointments (i.e. home and office visits).
  • Conduct regular file audits to ensure compliance with: Savings, proof of school attendance, household budgets, referrals, match sheets, life skills, case notes, referrals, follow-up, etc.
  • Monitor employment status of participants in all Community Housing contracts and provide management.
  • Obtain, implement, and monitor Community Housing match contributions.
  • Recruit and train new program staff and volunteers/interns.
  • Monitor staff and volunteer performance and provide staff trainings.
  • Oversee and combine events and educational presentations that benefit Community Housing participants
  • Ensure effective and professional communications and relationships with third parties, property management, employees, and CAH senior team members.
  • Maintain and foster collaborative relationships with local service providers to strengthen referral networks.
  • Capture and input data and work with staff to analyze and prepare reports.
  • Work with program staff to ensure that services are accessible to households and are being delivered in a way that is effective, appropriate, equitable and inclusive.
  • Always maintain and work with at least one active Community Housing participant.
  • Attend re-engagement meetings in times of potential client conflict or crisis.
  • Implement intensive case management services.
  • Track and report weekly on work completed and timelines.
  • Follow personnel, financial, and confidentiality policies.
  • Provide training and information to increase the capacity of program staff to be successful in their job.

1. Bachelor’s degree in related field OR four (4) years of related experience.

2. Two (2) years’ experience in a non-profit setting.

3. Detail-oriented individual with excellent organizational skills.

4. Ability to take the initiative and manage time to get work done accurately and timely.

5. Strong written and verbal communications skills. Must have the ability to communicate effectively with and support existing and potential program participants. Enthusiasm is required to work with people needing help.

6. Experience supervising program staff and volunteers. Be a team player who is flexible, open-minded, enthusiastic, and accepting of diversity. Be committed to team building, learning best practices, and attending/leading CAH led education.

7. Exhibit professional communication skills and the ability to build and maintain collaborative relationships with a diverse set of agencies and organizations.

8. Current, successful data and reporting experience.

9. Program and community development, management, goal setting, and evaluation experience.

10. Must be computer literate with the ability to utilize Microsoft Office Word and Excel and be able to navigate efficiently through multiple in-house programs, Google Documents, Google Drive, Google mail and using share drives. Experience with internet, on-line research, email, and electronic work is a must.

11. Have a valid driver's license, reliable transportation, and insurance.

10. Ability to comprehend and learn about CAH and its activities.

11. Willing to be supervised and to communicate regularly with supervisor and staff

12. Subject to satisfactory background and credit check as well as personal reference checks.

13. Must be able to obtain fingerprint clearance card without restrictions (and maintain during employment) and ability to lift and carry 25 pounds.

14. Must work with integrity and uphold the CAH work ethic.

Prior experience is preferred. Bi-lingual candidates are encouraged to apply. Familiarity with human and/or social service programs (e.g., homeless, aging, mental health, adult protective services, child protective services, etc.). Hours are Monday-Friday 8:30am – 5:00pm
