Community Housing Innovations is Hiring a Vice President of Housing Near New York, NY

Job DescriptionJOB SUMMARYThe Vice President of Housing is the lead in the development, implementation, and administration of housing programs including emergency shelter, transitional and permanent supportive housing, and housing subsidy and rent assistance programs. The VP is the program lead in contract administration and develops scopes of work, deliverables, and performance measures for new and existing programs. The VP supports a team of Program Directors and oversees site operations, staffing, service delivery, performance and productivity, compliance with all applicable organizational, federal, state, and local laws, rules and regulations, and reporting requirement; and handles all other projects and assignments as assigned by the Chief Housing Officer or Chief Executive Officer.
Pay: $140,000 annual salary.FLSA: Exempt- not eligible for overtime.Schedule: 8am-4pm Monday-Friday. Position is on-call.Location: Brooklyn, NY. Will cover programs throughout NYC and will need the ability to travel to all 5 boroughs. Job-related Duties – Essential FunctionsThese duties are essential and specific to the successful implementation of this position.PROGRAM DEVELOPMENT
  • Develop scopes of work, program deliverables and performance expectations for service delivery, program administration, and facilities oversight for CHI housing programs. Collaborate with program directors and other CHI staff to develop comprehensive scopes and proposals.
  • Partner with Housing Services unit to identify service needs and gaps; develop and implement onsite and off-site services to residents and program participants.
  • Develop staffing and budget expense plans for new and existing program budgets.
  • Implement new programs; integrate new programming into existing policies and procedures.
  • In collaboration with the Director of Development, compile responses to RFPs, RFIs, RFQs and other procurement opportunities.
PROGRAM ADMINISTRATION
  • Oversee housing programs in CHI’s portfolio. Ensure organizational and programmatic compliance with CHI policies and city, state, and federal laws and regulations. Ensure policies and procedures are up to date with changes in laws, rules, regulations, etc.
  • Design, develop, and implement service modalities and program models to best support program residents that align with agency mission and objectives.
  • Partner with Quality Improvement unit to monitor and develop KPI data collection points and reporting tools. Develop and maintain dynamic praxis of data analysis and data-driven programmatic and organizational improvements.
  • Enforce incident reporting protocols in accordance with CHI, OTDA, DSS and DHS policies.
  • Ensure program performance and productivity meet or exceed contract deliverables.
  • Liaise with government entities and funders as assigned. Provide regular program progress updates outside of mandated reporting requirements.
  • Troubleshoot contractual and budget issues with program directors and funders.
  • Partner with experts in the community and the industry at large.
  • Ensure internal and external reports are submitted in a timely and correct manner as required by funding agencies and CHI.
SITE MANAGEMENT
  • Ensure adequate staffing in compliance with OTDA, OMH, DSS, DHS, and other oversight agencies as applicable. Collaborate with HR to strategize recruiting efforts. Monitor and troubleshoot staffing gaps with CHO, HR and Finance.
  • In partnership with CHI Operations, ensure safety and evacuation plans are up to date. Ensure staff and residents are regularly trained including safety drills and tabletop and mock exercises.
  • Ensure facilities are adequately equipped for resident and staff health and safety, including proper signage postings per state, county, city, and funding agencies.
  • Ensure facility access protocols and procedures are strictly enforced.
  • Ensure facilities are properly maintained and repairs are handled timely and appropriately in conjunction with CHI Operations.
  • Ensure facilities are consistently prepared for site audits and scheduled and unannounced visits by oversight agencies and funders.
SUPERVISION
  • Directly supervise Program Directors. Provide biweekly supervision and conduct regular site visits.
  • Conduct 1 to 1 meetings with members of your team and update the performance goals, accomplishments, notes, and feedback in Paycom on a regular basis (weekly/bi-weekly).
  • Oversee professional development and training needs of all housing staff. Collaborate with HR and Finance to ensure adequate development and training opportunities for staff.
  • Collaborate with HR coordinate training workshops for special content such as professional writing and communication; crisis and conflict intervention for physical altercations; self-defense, behavioral management, and motivational interviewing.
Entry Level Qualifications And Requirements
  • Education: Master’s degree in social work, public administration, organizational management, or related field. Bachelor’s Degree plus ten (10) years of experience in housing, shelter management, program development or human services programming including seven (7) years of managerial or supervisory experience may be substituted for Master’s degree requirement.
  • Experience: Eight (8) years of experience working with homeless and low-income populations, housing, program development, plus five years (5) supervisory experience.
  • Certificates or Licenses: Valid driver’s license. LMSW preferred.
  • Insurance: Valid automobile insurance
  • Communication: Professional verbal and written communication skills, including grant and contract writing. Proficiency in English required. Bi-lingual (Spanish) is a plus.
  • Computer Skills: Professional competency in MS Windows, MS Office (Word, Excel, Teams, Outlook), AWARDS, CARES, and on the Internet.
  • Math Skills: Must be able to develop and manage program budgets.
  • Reasoning Ability: Ability to prioritize, make appropriate decisions and judgment calls.
  • Other Skills:
  • Ability to work independently or as part of a team. Ability to build and lead a team.
  • Extensive experience in project management and program administration.
  • Extensive experience managing scattered site and large-scale programs.
  • Extensive experience working with homeless households, high service need households, households living in poverty, and households living with health and mental health issues.
  • Strong negotiation skills and the ability to meet scheduled and unexpected deadlines.
  • Highly organized, attentive to details, productive under pressure, multitasking, and flexible. Ability to oversee multiple projects and juggle competing deadlines.
  • Strong supervisory and personnel management skills.
  • Ability to maintain a high level of professionalism at all times.
