Job Duties

Provides overall management of administrative and business functions including financial management, federal grant administration and procurement activities. This is a lead administrative position. Manages teams of general business, procurement and grants and accounting staff performing administrative operations. Oversight responsibilities include annual budgets and expenditures, an array of funding streams, implementation of multitudes of grants, contracts and memoranda of agreement (MOAs); fiscal records review, including practices of organizations doing business with supported area; procurement of goods and services; and an array of general business support (inventory, facilities management, reconciliations, leases, etc.).
In addition to a comprehensive compensation and benefits package, 40 hours of annual leave incentive is available for qualified candidates.

Minimum Qualifications

Requires comprehensive and considerable experience with administrative functions of a large and complex governmental organization.
Comprehensive knowledge of state/federal administrative laws, policies, and procedures, including federal/state requirements governing management of grants and contracts, state accounting, finance and procurement.
Experience in planning and communication goals, objective and achieving and reporting measurable progress
Comprehensive working knowledge of state accounting practices, finance policies, procedures and related information systems, federal grants management, administrative and business processes.
Ability to establish and maintain adequate internal controls and develop complex budgets and accompanying proposals.
Demonstrated ability to make critical policy and program decisions.
Ability to effectively manage professional staff on a variety of projects and initiatives by establishing work plans and accountabilities, monitoring progress, providing feedback and documentation on performance, and providing counseling/guidance, as needed.
Ability to work with diverse groups of people, and to communicate effectively both orally and in writing.

Additional Considerations

Progressively responsible administrative management experience including budgeting, policy analysis and development and evaluating administrative programs or processes.
