City of Overland Park is Hiring a Payroll Manager Near Overland Park, KS

Overview

OMNI is honored to have been retained by the City of Overland Park, Kansas in the selection and search for a Payroll Manager.. This role is responsible for guidance, coordination and administration of payroll, human resource information system (HRIS), and centralized personnel records.

The City of Overland Park is located in the Kansas City metropolitan area and has a population of 200,000. It is the second largest city in the state of Kansas and the largest city in Johnson County, Kansas. Responsibilities

This hands-on role will administer a variety of department-wide administrative functions and initiatives including budget analysis and review, supply purchasing program, fixed-asset management, performance measurement initiatives, and customer service/feedback initiatives. Additionally, this role will:

  • Supervise a team of two payroll and HRIS individuals.
  • Responsible for all payroll tax activities and payments of wages and taxable fringe benefits, including compliance with state and federal regulations, monitoring reports on value of fringe benefits and reviewing all employee educational reimbursement, moving expenses, and payment authorization.
  • Research, develop, recommend, and implement strategies for improving the department’s use of the Human Resources Information System (HRIS).
  • Responsible for research, preparation, administration, and accuracy of funds reports for department budget.
  • Administer department’s customer service, feedback and performance measurement initiatives.
  • Act as liaison, serve on committees, perform research, and coordinate projects.
  • Conduct internal audits of payroll and benefit programs for compliance with state and federal regulations, checking output, reports and reconciling liability payments.
  • Prepare special reports for management, state and federal agencies.
  • Provide knowledge and resources to educate employees about benefits and services provided by the City.

Qualifications

  • Bachelor's degree in accounting, business, finance, taxation, or an equivalent combination of education and experience.
  • 6-8 years of experience in the area(s) of payroll management, payroll accounting, and personnel management with an additional 2-3 years’ experience in human resources information systems, or an equivalent level of experience.
  • Excellent oral and written communication skills.
  • Ability to read and comprehend state and federal payroll and benefit regulations.
  • Strong math aptitude, skills and the ability to apply accounting principles.
  • Diplomacy, discretion, and judgment regarding confidential information.
  • Engage with counsel employees, analyze complex problems, and recommend possible solutions.

Compensation and Benefits

Compensation will be highly competitive depending on the selected candidate’s qualifications and experience. The City offers a competitive benefits package that includes health and dental insurance, a wellness program, on-site health clinic, paid vacation and sick leave, membership in the Kansas Public Employee Retirement System (KPERS) and the Overland Park Municipal Employees Pension Plan (MEPP).
