City of Oakdale is Hiring a Human Resources Generalist Near Oakdale, MN

This is a great opportunity to be part of a developing team! We are looking for a well-rounded HR Generalist with strong organizational skills, a good feel for local government human resources issues, and who is willing to roll up their sleeves to help create great services for our staff and the public. We are integrating new technology, systems, and processes and will be moving into a newly designed department space by mid-year.

Under general supervision, this position performs duties related to creating a positive employee experience. This includes but is not limited to ensuring responsive and professional service associated with recruiting, personnel record-keeping, ongoing administrative, billing, and compensation duties. This position supports the Human Resources Director.
The essential functions of the position include, but are not limited to the following:
 
  • Represent the city and organization professionally and in alignment with city values and employee credo.
  • Assist with employee hiring and onboarding. Coordinates with hiring managers to recruit new talent
  • Assist with job description updates, job analysis, classification systems, and recommends revisions as needed
  • Ability to leverage technology to streamline processes
  • Assist with the coordination of the city insurance and risk management programs
  • Assist Human Resources Director in personnel, compensation, and benefit programs
  • Assist with filing First Reports of Injury, maintaining work related injury records, and preparing OSHA reports
  • Knowledge of personnel policies and procedures, labor contracts, and emerging trends to improve the employee experience
  • Oversee city drug and alcohol policies and testing programs
  • Assist with employee training, recognition, and appreciation events
  • Keeps abreast of applicable state and federal laws and regulations, recommends action necessary for compliance.
  • Administer and track family and medical leave (FMLA) requests.
  • Provide updates to Human Resources Director on department matters.
  • Ability to maintain confidentiality and professionalism
  • Represent the city in a courteous, responsive, and professional manner in all interactions
  • Performs other duties as assigned
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.

Education
  • Bachelors degree in Public Administration, Business Administration, Human Resources, Organizational Development or related field
Experience
  • Two (2) years’ experience in Personnel or Human Resource Administration
Trainings, Certificates, and Licenses
  • Obtain SHRM-CP certification within three (3) years of employment
The requirements listed below are representative of the formal education, experience and training preferred in order to exceptionally perform all of the functions of this position.

Education
  • Master’s degree in Public Administration, Business Administration, Human Resources, Organizational Development or related field 
Experience
  • Four (4) years’ experience in Public Sector Personnel or Human Resources
Trainings, Certificates, and Licenses
  • PMA, SPHR, CLRP, SHRM or Similar Organizational Certification
