City of Oakdale is Hiring a Public Works Lead Worker - Utilities Near Oakdale, MN

Oakdale is excited to announce the creation of lead worker positions in our Public Works Department. These are working field positions that will have a role in being a conduit between the crews and the division superintendent/department head and helping the department operate effectively and efficiently. 
This opening is within the Utilities Division and will join Oakdale during a time of growth and expansion. This is a great opportunity to join our team and have a hand in delivering excellent services to the community!
Under the limited supervision of the Utilities Superintendent, this mid-level technical position leads a team in working with other divisions to assess and maintain Oakdale’s public infrastructure, specifically utilities, water and wastewater systems, and including general support for sewer systems, wells, hydrants, storm sewer system, environmental, manage contracts and in-house projects, and perform related work as required while ensuring a safe and productive work environment.The essential functions of the position include, but are not limited to the following:
 
  • Provide day to day work direction to team and oversee daily operations
  • Develop daily work plans and schedules to ensure timely completion of outstanding work orders
  • Work collaboratively with other divisions to provide excellent and responsive public services including emergency situations, such as snow removal, park events, etc.
  • Understand and keep abreast of current trends and challenges related to public infrastructure maintenance and systems, specifically utilities: water and wastewater
  • Proactive and professional communication on a variety of public works maintenance topics - specifically utilities: water and wastewater
  • Lead and mentor staff for skill development and succession planning
  • Determine, define, and ensure accountability to performance standards and metrics
  • Proficiency with standard technology
  • Lead and manage contracts or in-house projects within budget and project timeline
  • Consider creative and engaging ways to educate and share information on a variety of public infrastructure topics, specifically utilities: water and wastewater
  • Assist superintendent in assessing and inventorying city assets (specifically utilities) and related equipment and determine strategies for maintaining or updating as necessary
  • Assist superintendent in assessing and recommending interrelated, cross-divisional, and sustainable general public infrastructure maintenance programs and projects
  • Communicate needs of team, division, department to Superintendent and Public Works Director
  • Respond to after-hours calls/inquiries as directed/needed (on a rotating basis)
  • Performs other duties as assigned
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.

Education
  • High school diploma or GED certificate plus LCT or Training at vocational school, related on-the-job experience, or an associate's degree
Experience
  • Four (4) years of public works or related experience
  • Experience leading teams or projects
Trainings, Certificates, and Licenses
  • Driver’s license with Minnesota Class A commercial driving privileges
  • Class B Water/Wastewater Operator license or must be able to obtain within 30 months
The requirements listed below are representative of the formal education, experience and training preferred in order to exceptionally perform all of the functions of this position.

Education
  • Training at vocational school, related on-the-job experience, plus related licenses, certifications, and training or an Associate’s degree
Experience
  • Five (5) years’ experience in Public Works leadership or related fields
  • Demonstrated supervisory experience
Trainings, Certificates, and Licenses
  • Ability to obtain Water Utility Management Institute Certification
  • Ability to obtain Roads Scholar, Public Works Certification, APWA-MN Leadership Academy, or similar within one (1) year
