City of Oakdale is Hiring a Public Works Director Near Oakdale, MN

Oakdale is searching for its next leader in its Public Works Department - responsible for parks and open spaces, streets and utilities, forestry and stormwater - to be part of our management team. We are in the midst of a development boom and our public works are more important now than ever. Additionally, the community recently approved a local option sales tax which will fund a new public works facility scheduled to break ground later this year.
Under limited direction, this position performs complex supervisory and administrative work; and is responsible for the supervision, coordination, and direction of all functions and operations of the Public Works Department.
The full job description provides more information about the position, department, and organization. The essential functions of the position include, but are not limited to the following:
 
  • Develops rules, regulations, policies, procedures, and official guidelines to promote effective delivery of public infrastructure services
  • Manage municipal water production, distribution and treatment systems
  • Represents Oakdale Public Works Department before the City Administrator, City Council, residents, community groups, and other key stakeholders, and to be reasonably accountable for the actions of the department
  • Administers public works capital projects and coordination among department divisions and other city departments to provide effective, efficient, and professional service to the community
  • Knowledge of statutory requirements and regulations, processes, and partnerships
  • Coordinates improvements with other agencies as reasonable
  • Keeps abreast of current best practices, emerging trends, and opportunities to improve processes, practices, or service delivery
  • Prepares annual budgets for the public works operations, as well as capital improvements and purchases
  • Understanding of applicable labor law and agreements
  • Develops short- and long-range goals for the department, including but not limited to: procurement, use of resources, and standards of performance
  • Develops and promotes attitudes and philosophies that are consistent with contemporary public works practices, as well as the goals and objectives of the City of Oakdale.
  • Responds to all other reasonable requests from the City Administrator and City Council, as well as any other responsibility as defined in the Code of Ordinances
  • Performs other duties as assigned
Education
  • Bachelor’s degree in civil engineering, public administration, business administration or related field
Experience
  • Five (5) years of experience of senior level management of municipal and/or public sector or related experience, of which two years’ experience must be as a department supervisor or equivalent.
  • Experience with municipal water production, distribution and treatment systems
Trainings, Certificates, and LicensesEducation
  • Master’s degree in public administration, business administration or related field
Experience
  • More than five (5 ) years’ experience of senior level management of municipal and/or public sector or related experience
  • Significant supervisory/management experience
  • Experience in water treatment for contaminants such as PFAS
