CITY OF FRANKLIN is Hiring a Human Resources Assistant Near Franklin, VA

Summary Objective

The Human Resources Assistant will be responsible for applying knowledge in a variety of administrative support functions for the City Administration Suite. The Human Resources Assistant serves as first point of public contact for the City Manager and Director of Human Resources.

This position works under close to general supervision according to set procedures but determines how or when to complete tasks.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Answers department telephones, answers applicants questions, provides assistance, refers callers to other staff members as appropriate; and takes messages. Receives, sorts, dates, and distributes incoming mail. Monitors various department email accounts and answer inquiries or direct to the appropriate staff for responding. Prepares conference rooms for meetings.
  • Assists in the recruitment process by posting job ads, assist applicants with creating an online account, organizing resumes and applications, scheduling job interviews, and assisting in the pre-employment process, such as scheduling background checks and conducting drug screenings.
  • Maintains filing systems of personnel records in a secure and confidential matter, such as I-9 files, criminal background checks, and worker’s compensation; ensuring compliance to all laws pertaining to these files.
  • Maintains computerized records to enter new employees’ information and generate appropriate reports. Checks and reviews a variety of information for accuracy, completeness, and compliance to established standards and procedures.
  • Conducts new employee orientation.
  • Maintains the City’s random drug screening program; coordinates with management to schedule selected employees for testing in the required timeframe.
  • Explains personnel procedures and forms such as applications, personnel actions, tuition reimbursement, and personnel policies.
  • Participates in HR projects, such as organizing company events and implementing new policies and initiatives.
  • Assists employees with benefit-related inquiries and coordinate open enrollment processes. Monitors FMLA, Short Term Disability cases, and other HR programs.
  • Monitors inventory of department equipment and supplies; ensures availability of adequate materials to conduct work activities; initiates orders for new/replacement material.
  • Serves as backup to the Executive Assistant to the City Manager with a variety of tasks and special projects.
  • Performs related tasks as required.

Minimum Education and Experience Requirements:

  • High School graduation or GED.
  • Two (2) years of experience in the field providing the required knowledge, skills and abilities; or an equivalent combination of education, training and experience.
  • Considerable knowledge of office practices, procedures, and office equipment.
  • Working knowledge of a variety of manual and automated filing systems.
  • Demonstrated skill in the use of Microsoft Office to include Word, Excel, PowerPoint, and Publisher, with the ability to learn new systems as needed.
  • Excellent interpersonal skills, with the ability to manage sensitive and confidential situations with tact and professionalism.
  • Demonstrated ability to organize and complete work assignments with minimal guidance from others.
  • Ability to prioritize work, meet deadlines and complete tasks in a timely manner.
