Job Summary Under limited supervision, responsible for planning, organizing, and monitoring the plan review processes that focuses on improving customer service by streamlining the development review functions of real estate development projects within the City of Dallas. Job Description Overview The Development Project Coordinator coordinates and facilitates the completion of various development projects throughout the City. Responsible for facilitating and ensuring the completed and accurate building inspection review and permitting processes for the City's projects and inspection activities. Essential Functions 1 Performs project management, oversees permitting processes, and maintains open communications for all development and related projects occurring within the City; facilitates communication and collaboration between the development community, business owners, executive team, and other entrepreneurs; conducts and facilitates meetings to address problems, open discussion, and encourage successful project implementation. 2 Facilitates and oversees the successful delivery of accurate building inspection review and permitting process; leads and supervises plans examiners and demonstrates knowledge in many field including engineering, Real Estate, and others. 3 Coordinates Q-team review meetings that review multi-million dollar projects; consults with customers regarding plan reviews, explains related codes and ordinances, and provides conflict resolution. 4 Provide guidelines for project reviews by setting schedules and expectations of staff; meets with assigned staff daily and weekly on performance and training issues that might arise; provides ongoing training for Q-Team Staff-Administrative assistants, zoning senior plans examiners, building code senior plans examiners, electrical senior plans examiners, plumbing/mechanical senior plans examiners, arborist, sanitarians, and other staff members that may come to meetings including staff with expertise knowledge within the department. 5 Reviews a variety of plans for technical compliance; verifies the plan zoning, researches previous plans, analyzes plans against ordinances and ensures appropriate approvals; supervises the issuance and administration of permits in accordance with approved associated plans. 6 Compiles, researches, and analyzes data pertaining to public and private high profile development projects to assess cost, determine operational feasibility, project viability, and project outcome regarding prospective initiatives and directives. 7 Research and establish the correct land use for each permit submitted; assists the customers in obtaining and completing the necessary applications and forms; delivers forms to customers prior to them coming in for submittal and reviews plans for compliance with zoning and construction codes. 8 Works with contractors, builders, architects and engineers in obtaining compliance and prequalifies plans for all significant structures and developments; works to identify inefficiency's and implements efficiency measures to development projects; tracks process through schedules, by facilitating meetings with city departments, developers, architects, contractors, engineers, property owners, and other governmental agencies. 9 Instructs and guides the Senior Plans Examiners in completing commercial and residential building plan reviews to ensure proper adherence to applicable building codes and City ordinances for the approval of construction or alteration work by means of interpretation and application of such codes and ordinances. 10 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Knowledge of plan review, plan development, and plan approval. 2 Knowledge of project management. 3 Knowledge of permitting and construction processes. 4 Knowledge of general marketing and related project activities. 5 Ability to interpret City ordinances, rules, standards, and protocols. 6 Ability to read and interpret blueprints and other schematics. 7 Ability to lead and supervise Plans Examiners and the permitting process. 8 Ability to manage multiple projects across the City 9 Ability to create accurate and complex reports and project documentation. 10 Communicating effectively verbally and in writing. 11 Establishing and maintaining effective working relationships. Minimum Qualifications: EDUCATION: Bachelor's degree in construction management, architecture, civil engineering, or urban/regional planning field. EXPERIENCE: Four (4) years of experience in building inspection, municipal development code administration, construction management, architecture, or urban/regional planning. AND Two (2) years of supervisory/project management experience. (This experience may be included in the required experience listed above). EQUIVALENCIES: High school diploma or GED plus eight (8) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements. Associate in any field plus six (6) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements. Bachelor's degree or higher in a non-specified field plus six (6) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements. Master's degree or higher in a specified field plus two (2) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements. LICENSE and CERTIFICATIONS: Valid driver's license and good driving record. Must have one of the following certifications: International Code Council Certification (e.g., ICC Building Plans Examiner ICC Fire Plans Examiner ICC Electrical Plans Examiner ICC Mechanical Plans Examiner ICC Plumbing Plans Examiner ICC Residential Plans Examiner ICC Energy Plans Examiner Accessibility Plans Examiner For positions within the Arborist Division: ISA Tree Risk Assessment Qualification (ISA TRAQ) or ISA Certified Arborist Municipal Specialist) As a condition of employment, candidates must also obtain at least one additional certification within 12 months of appointment from the list of certifications above. (Note: The Department provides reimbursement for certification exams and study material) PREFERENCE: ICC Certified Building Official, ICC Fire Code Official, Certified Flood Plain Manager, ICC Master Code Professional, AICP Certification, Project Management Professional, ICC Master of Special Inspections is a plus. Salary Range $63,565.31 - $79,456.64 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
