City of Dade City is Hiring a Human Resources Manager Near Dade, FL

Job Summary:

We are seeking a skilled Human Resources Manager to oversee all aspects of human resources practices and processes. Highly responsible administrative work providing administrative and internal support to all departments. The operational role of the HR Director is administrative and tactical in nature; ensuring there is compliance with city policies, equal employment opportunity (EEO) and other employment laws and regulations. Responsible for planning, organizing, directing, supervising, and managing the functions of human resources.

Responsibilities:

  • Plans, directs, and conducts a variety of special projects as assigned by the City Manager.
  • Evaluates contract proposals and implements negotiation strategies in the purchase of insurance products and policies to obtain competitive premium rates.
  • Plans, directs, screens, supervises, and evaluates City’s employee recruitment, compensation/classification plan, EEO compliance, benefits, compensation, and personnel rules and regulations.
  • Reviews all applications for employment and selects potential applicants. Coordinates candidate testing, if needed. Assists with interviews as needed.
  • Counsels with and advises department heads and other City officials in the interpretation and application of the City’s personnel rules and regulations and the resolution of human resources problems and issues.
  • Responsible for labor negotiations for union contracts.
  • Analyzes, develops, and monitors risk management policies and procedures citywide. Leads the implementation of company safety and health programs. Monitors the tracking of OSHA-required data. Responsible for coordinating random drug testing in compliance with the City’s Drug-Free Workplace policy.
  • Oversees employee orientation, development and training, employee safety, welfare, wellness and health, employee services and counseling.
  • Oversees and manages the Human Resources Information Systems (HRIS).
  • Manages the development and maintenance of the Human Resources sections of the City website, particularly recruiting, culture, and employee information, and any intranet sites.
  • Participates in staff meetings and attends other meetings and seminars. Attends City Commission meetings for items pertaining to Human Resources.
  • Conducts investigations when employee complaints or concerns are brought forth.
  • Communicates Human Resources Policies, procedures, programs and laws to all employees and departments.
  • Monitors and advises managers and supervisors in the progressive discipline system of the city.
  • Monitors the implementation of a performance improvement process with non-performing employees.
  • Involved with all terminations.
  • Maintains community respect through good public relations.

Requirements:

- Proven working experience as HR Manager or other HR Executive
- People-oriented and results-driven
- Knowledge of HR systems and databases
- Excellent active listening, negotiation, and presentation skills
- Competence to build and effectively manage interpersonal relationships at all levels of the company

Graduation from an accredited college or university with a Bachelor’s Degree in Human Resources, Business Administration, Public Administration or a related field preferred; or possession of an Associate’s Degree with five (5) years of experience in a responsible administrative/management position within Human Resources; or seven (7) years of experience in a responsible administrative/management position within Human Resources, along with a high school diploma/GED required. Preference will be given to those with certification from the Society for Human Resource Management, Florida Public Human Resources Association and/or Florida Public Employer Labor Relations Association. Local government experience highly preferred.

Pay: $63,000.00 - $75,000.00 per year
