Job Title
Position Summary:
The Program Manager is responsible for planning, organizing, coordinating, and supervising administrative and program activities in support of the Children's Receiving Home (CRH) Temporary Shelter Care Facility (TSCF). The Program Manager must plan, prioritize, supervise, and review the work of assigned staff. He/she will also establish and implement operational and/or program processes, methods, and procedures in support of the assigned program and to function as a proactive and positive team leader.
Essential Duties and Responsibilities:
Program Administration
  • Implement TSCF program consistent with the over-all agency treatment philosophy and within professional perimeters for best practices.
  • Plan, organize, manage, and coordinate the operational, administrative, and program activities in support of the TSCF.
  • Participate in the development and implementation of the assigned program's mission, goals, and objectives.
  • Review and evaluate operations and activities of assigned program on a continual basis.
  • Oversee and participate in transition planning and/or case management meetings and activities.
  • Oversee, coordinate, and participate in client evaluations, program admissions, and discharge planning for the assigned program.
  • Ensure prompt and appropriate attention to crisis management issues.
Personnel and Quality Management
  • Supervises and supports the staff assigned staff providing direct care to clients and families.
  • Assists staff with identification of individual skill or knowledge deficits, facilitate availability of learning opportunities, develops and administers a plan for development.
  • Adhere to policies, procedures, and standards of the Children's Receiving Home and program contracts.
  • Ensure orientation and training for new staff and subsequently ensure staff are enrolled in and/or have completed required training.
  • Provides the necessary and appropriate counseling or disciplinary action to assigned staff in accordance with agency policies, consulting with the Clinical Director and Human Resources when major disciplinary action is needed.
  • Oversees and participates in the interviewing and hiring process, ensuring compliance with all agency and regulatory policies, practices, and laws.
  • Oversees staff schedules ensuring overtime usage stays within budget.
  • Responsible for the collection, review, approval, and submission of direct reports' timesheets.
  • Ensure completion and routing of all required original personnel and training forms and records to the Human Resources and Training Departments, respectively.
  • Conduct timely performance evaluations for direct reports as well as monitoring timeliness of all performance evaluations.
  • Participate in Agency-wide quality management efforts and planning.
  • Model, train to, and support the principles and practices of quality management.
  • Create and maintain a focus on outcomes for assigned program.
Administration and Program Development
  • Provide leadership and support to the program planning and development functions for assigned programs consistent with specific professional expertise.
  • Participate in the development and implementation of divisional and agency-wide policies and procedures.
  • Establish and maintain a variety of record keeping and documentation processes and systems for assigned programs.
  • Responsible for maintaining cost control activities to stay on target with annual budget. Receives monthly departmental financial reports and prepares corrective action plans for any major variances.
  • Act as liaison between the TSCF team and other agency programs, community organizations, outside resources, and existing and potential client base.
  • Ensures that communication channels are open and flowing; discuss with the appropriate residential and support services staff member(s); regarding clients' activities, behaviors, and inter-related program operations.
  • Works with the Clinical Director and program team members to implement department goals and program objectives.
Other
  • Attend external meetings in compliance with contract requirements and keep current with departmental policies and procedures. Present information gathered at external meetings to program team.
  • Prepare reports as necessary to funding agents and the Children's Receiving Home.
  • Facilitate weekly team meetings and internal utilization reviews as needed.
  • Assist, when needed, with intakes, case management support, and various program service support.
  • Provides management level access for placement rejection discussions within 24 hours during weekdays and 36 hours on weekends/holidays.
  • Attend external training/conferences to meet licensing requirements and keep up to date with current information and developments.
  • Present information gathered at conferences at program meetings and staff in services/training as appropriate.
  • Perform other duties as assigned.
Supervisory Responsibilities:
Directly supervises and supports assigned staff.
Qualifications
Qualifications:

Education/Experience:
  • A graduate degree in psychology, social work, counseling, child development, or related field is required.
  • Possession of a valid California LCSW, MFT, LPCC, or Psychology License is preferred.
  • Registration with the Board of Behavioral Sciences is preferred.
  • Two years' experience in a clinical and/or residential setting working with children is preferred.
  • Two years' experience as a supervisor or manager is strongly desired.
Licenses, Certifications, Registrations:
  • Must possess a valid California Driver's License.
  • Must be at least 21 years of age.
  • Must pass First Aid certification course before start of employment. Certification can be completed through the Children's Receiving Home.
  • Must pass CPR within the first six weeks of employment.
  • Must pass Bloodborne Pathogens and Therapeutic Crisis Intervention (TCI) certification courses offered through the Children's Receiving Home within the first three months of employment.
  • Must maintain TCI, CPR, First Aid and BBP Certification throughout employment.
  • Must complete online Mandated Reporter Training within first week of employment.
Knowledge, Skills, and Other Abilities:
  • Competent in Microsoft Office Suite and web browsers.
  • Must be able to read, write, speak, and understand the English language.
  • Ability to write professional reports and correspondence.
  • Ability to speak effectively before groups of people.
  • Must be able to function independently and be able to seek guidance when necessary.
  • Knowledge of standard and acceptable clinical principles and best practice including the provision of mental health and child protection services, treatment, and the multi-disciplinary approach to treatment.
  • Expertise in assessing challenging clients, experience with assessing children and adolescents desired.
  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM IV-TR).
  • Thorough knowledge of a variety of therapeutic interventions and models emphasizing empirically validated interventions.
  • Knowledge of standards and accepted principles and practices of supervision, training, and performance planning and review.
  • Knowledge of the role of social service agencies, both public and private.
  • Knowledge of pertinent laws, codes, regulations, and guidelines related to the operation and delivery of a variety of client services to individuals and families with particular emphasis on child protection services and applicable reporting laws and protocols.
  • Knowledge of legal/ethical issues as outlined by BBS or BOP and APA.
  • Knowledge of basic personnel principles and procedures associated with hiring, performance management and evaluations, training, and employee discipline/development.
  • Knowledge of standard and accepted methods and techniques to effectively identify problems, gather pertinent data, analyze, and evaluated potential alternative, develop, and justify recommended solutions, implement solutions, and monitor for effectiveness and success.
  • Knowledge of basic structure of resources, operations, and services within a nonprofit organization and consistent with nonprofit guidelines and regulations.
  • Knowledge of professional standards and requirements for assigned programs particularly as it pertains to licensing, accreditation, and standards compliance.
  • Excellent writing, communication, organizational, time management skills.
  • Ability to maintain a professional, confidential work environment.
  • Must be flexible, creative, and able to work effectively in crisis situations.
  • Must demonstrate respect for all family lifestyles and cultural values.

Physical Demands:
While performing the duties of this job, the employee is regularly required to stand, walk; use hands and talk or hear. Fine motor skills such as typing, the use of a computer mouse and telephone handset are required.
Employees are frequently required to reach with hands and arms. The employee is required to sit, stoop, kneel and crouch. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
