Job Summary: 

Performs a variety of accounting functions and moderately complex financial analyses to summarize the current and projected financial position of the Agency. Work is performed under the limited supervision of the Finance Director.

Duties/Responsibilities:

Organizational Stewardship: 

• Develops schedules and methods to accomplish assignments ensuring work is completed in a timely manner.
• Reviews current accounting and control procedures for ways to improve efficiency and effectiveness and recommends changes.
• Reviews expenditures for the Agency’s capital assets and documenting and changes appropriately.
• Provides supporting documentation and analytical information to funding source and agency audits.

Communications/People: 

• Works with program staff to perform sub-recipient monitoring and management reviews, when necessary.
• Assists in accounting for the Agency’s capital assets and documenting and changes inappropriately.

Execution/Project Management: 

• Implements and tests Internal Controls related to agency finances and pass-through grants.
• Assists with the implementation of the Agency’s Enterprise Resource Planning (ERP) tool.
• Assists in preparation of the monthly Board Report, and other Financial Reports as needed.

Subject Matter Expertise/Technical Skills: 

• Leads a variety of daily accounting functions to include accounts payables, accounts receivable, general ledger reconciliation, journal entries, payroll, tax accounting, and financial analysis.
• Participates in other quarterly and annual accounting and tax processes to include the annual audit, monthly close and mandated reports.
• Prepares cost projections and cost/benefit analysis reports for federal, state, and local grant accounts. Prepare financial reports summarizing expenditures, balances, program income, and reconciliations.
• Provides tax accounting for payroll to ensure accurate and timely federal and state reporting for, but not limited to the following: 941s, unemployment withholdings, and other state requirements as required.

Required Skills/Abilities: 

• Knowledge of grant accounts as a direct sub-recipient grantee.
• Ability to work independently when necessary, and superb problem-solving abilities.
• Ability to communicate effectively and work cross-departmentally.
• Ability to interpret and apply policy to unique situations.
• Knowledge of computer systems and application tools, including Microsoft Office products.
• Ability to make objective decisions using sound judgment.
• Exceptional organizational skills.

Education and Experience: 

• Bachelor’s degree (in field or related field), 5 years professional experience, master’s degree preferred
• Working knowledge of GAAP, Uniform Guidance, Title 2 CFR 200 and any relevant OMB circulars.
• Certified Public Accountant (CPA) license preferred.
• Experience in government finance preferred.

Physical Requirements: 

• Prolonged periods sitting at a desk and working on a computer.
• Prolonged periods of sitting.

Salary Range: $73,375 - $93,553
