SUMMARY

The Administrative Assistant V provides administrative support to the Contracting Officer’s Representatives overseeing contracts and programs in the Bureau of International Narcotics and Law Enforcement (INL).

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assists the COR(s) with securing/recommending approval for deviations from approved budgets, plans, schedules, scopes of work, and document the changes accordingly. Assists the COR(s) with identifying areas for program cost savings and makes appropriate recommendations.
  • Assists the COR(s) with reviewing and approving contractor invoices. Assists the COR(s) with conducting analyses of spending trends in order to ensure compliance with spending plans and to anticipate potential funding issues.
  • Assists the COR(s) with overseeing the development and implementation of a series of contractor reports that ensure a regular flow of management information regarding contract activities among all concerned parties, including contractors, program offices/officers, and INL’s senior management team. Provides assessments of contractor progress, as requested.
  • Participates in strategic discussions with the COR(s) to assess program performance and to plan future program activities inclusive of contract requirements.
  • Assists the COR(s) with coordinating all contractor services to ensure seamless support for course delivery.
  • Assists the COR(s) with coordinating with program and contracting officers to ensure uninterrupted support on contracted activities through timely execution of contract options or solicitations.
  • Assists the COR(s) with identifying any gaps in support of program requirements and make recommendations on solutions.
  • Works closely with the COR(s) to analyze program needs for contractor support, as well as to define, draft, and document scopes of work, plans, schedules, site-specific considerations, work requirements, milestones, and operational activities for a variety of support contracts. Assists the COR(s) in advising program managers in developing clear, accurate, and detailed contractual requirements.
  • Assists the COR(s) with monitoring contractors’ progress and performance to assure compliance with all contract terms and conditions. Assists the COR(s) with providing input to program/project officers to ensure that rigorous surveillance of contractor activities is being exercised, in coordination with the Team Lead.
  • Assists the COR(s) with preparing progress reports in conjunction with contract milestones and update plans and schedules as needed.
  • Assists the COR(s) with developing, implementing, and ensuring compliance with contract administration processes, including invoice submission/review, payment authorization, verification of receiving reports, quality assurance/surveillance, deliverables receipt and acceptance, and project file and COR contract document maintenance.
  • Assists the COR(s) with facilitating the flow of accurate and timely information among stakeholders, including organizing, hosting, and documenting project meetings.
  • Assists the COR(s) with coordinating with program/project officers and designated contractor representatives on all technical matters that arise in the administration of the assigned contracts and task orders, and providing clarifications regarding contract technical requirements, including inspection, testing, and acceptance procedures

EDUCATON AND EXPERIENCE

  • Minimum of two (2) years college in technical or academic degree.
  • Minimum of three (3) years of progressively responsible work experience in the field of CN and/or drug law enforcement with the U.S. Government, United Nations, or a Non-Governmental Agency is required.
  • Experience in government contracting, including at least one (1) year of demonstrated experience at the Department of State.

KNOWLEDGE, SKILLS AND ABILITIES

  • Level IV (fluent) English is required; knowledge of both written and spoken is required
  • Proficient in Microsoft Office Suite
  • Demonstrated experience of U.S. government contracts based in Afghanistan
  • Demonstrated ability to work independently
  • Demonstrated knowledge of U.S. government-related financial, management, and contracting rules and regulations
  • Ability to obtain and maintain a Moderate Risk Public Trust (MRPT) determination is required.

WORK ENVIRONMENT

Work is primarily performed in a climate-controlled office environment or remote.

Estimated Starting Salary Range: $ 85,232.00 - $85,232.70 annually

Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th. An individual is considered fully vaccinated two weeks after the second dose of a two-dose vaccine (i.e., Moderna or Pfizer) or two weeks after a single-dose vaccine (i.e., Johnson & Johnson). As a prospective employee, you will fall under this requirement and proof of vaccination will be needed for on-boarding, should you be selected. When you originally applied to our position posting, this necessity may not have yet been implemented. Limited exemptions for religious or medical reasons will be considered.

TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
