About the Program and Position:
The Enhanced Family Foster Care (EFFC) Program supports foster youth in the custody of the Administration for Children’s Services (ACS) in New York City. Our EFFC program serves 100 youth ages 0-21 and supports them with a multidisciplinary team that includes a Case Planner, Health Services Team, Case Planning team, Clinician, Psychiatrist, Psychologist, Behavioral Support Specialist, Family Advocate, Case Aide, Family Team Conferencing Coordinator, Education Workforce Specialist, Employment/Internship and Housing Specialist, Fair Futures Coach, and Foster Home Recruiter and Licensor. Our therapeutic approach to foster care includes direct access to Clinicians and foster parents who are trained at a treatment foster care level implementing the ARC framework. This makes a difference because our team approach provides a space for healing while providing skill-building and future-focused planning for youth in our care.
Cayuga Centers currently seeks a Vice President of Clinical Services to provide management of behavioral health services provided to the youth in foster care as mandated by the Office of Children and Family Services (OCFS) and ACS. This includes a trauma informed, socioecological approach in collaboration with multidisciplinary team members.
How you get to use your skills:
Serve as a member of the Child Welfare and Mental Health Leadership Council - managing the day-to-day operations of the ACS EFFC program
Provide supervision to the Assistant Director of Clinical Services
Oversee the Core Clinical services and CFTSS/OLP services ensuring that EFFC and Office of Children and Family Services’ mandates are followed and that youth and families are receiving quality clinical
Oversee initial Mental Health Assessments, treatment planning and delivery completed by the Core Clinicians in the EFFC program
Oversee mental health assessments’ and treatment plans’ timely completion
Collaborate with A29i medical and mental health department (including psychiatry and psychology) to manage psychiatric crisis and support clinical and program staff
Responsible for continuous improvement of program components including but not limited to policy and procedures, staff training, billing, and maximizing productivity.
Ensure timely critical incident & psychiatric hospitalization notifications to ACS stakeholders
Provide guidance & coaching to program and leadership to assist with mental health emergencies
Participate in weekly leadership meetings and monthly departmental/ stakeholder meetings
Assure that staff utilize a dynamic, strength-based interdisciplinary team model in Family Team Conferences & Treatment Team meetings
Attend and play an active role in Family Team Conferences (FTC’s), Interdisciplinary Treatment Team (ITT) meeting and Parent to Parent Meetings
Appear in Family Court hearings, as needed, related to the children and families served
Assist with hospitalization and discharge planning following hospitalization
Develop and maintain a collaborative relationship with providers and stakeholders, Cayuga Centers staff, referral sources, and other community programs and organizations that can support families
Responsible for clinical and program staff providing ongoing support and collaboration with foster parents and birth parents
Ensure client-centered and culturally sensitive practice
Promotes that all staff work well with people from many cultures including recent immigrants, non-English speakers, and LGBTQ children
Performs other duties as assigned
