Associate Director of Human Resources
Burlington School District (BSD) is seeking a passionate and energetic Human Resources Professional to join the District's dynamic HR team as the next Associate Director of Human Resources. The Associate Director works collaboratively with the HR Team and may require the person to step in to provide additional HR Support. This role works across all divisions of the school district and should be able to provide confidential excellent customer service and timely responses to inquiries. This role is required to stay vigilant on changes to HR compliance issues with Federal and State laws and regulations such as FMLA, ADA, EEOC, and WC.
The position is responsible for assisting the Director of HR in managing the HR team to maintain a professional, friendly, positive, and respectful work atmosphere by approaching internal and external interactions and collaborations with a strong customer service orientation. This positions also works with the Director of HR in maintaining the daily operations of the department and team.

Employee Recruitment and Selection
  1. Develop, administer, and analyze the effectiveness of position classification and salary plans.
  2. Design and maintain appropriate hiring processes and procedures.
  3. Guide the talent acquisitions specialist on the recruitment and hiring of employees, maintaining a workforce that reflects the School District's diversity.
  4. Plan and deliver new employee orientations.
  5. Ensure that employees are effectively on-boarded consistent with each department's needs.
Employee Development and Retention
  1. Collaborate with the director to direct employee training, counseling, and career development in conjunction with department heads, including working with departments to help eliminate structural barriers to development opportunities.
  2. Identify organizational training needs and develop training plans and programs.
  3. Colaborate with the Director to maintain and enhance the District's employee performance evaluation system. Review and implement changes to ensure the system provides actionable, meaningful feedback for employees to support strong performance.
  4. Work with District departments to develop and foster an inclusive work environment.
  5. Review and advise on departmental reorganization requests and make recommendations to the Director of HR and Superintendent.
  6. Coordinate employee separation and exit interviews.
Diversity and Inclusion
  1. Provide support for the diversity, equity, and cultural competency initiatives.
  2. Monitor compliance with EEOC guidelines and certify compliance with EEO requirements for federal grant programs.
  3. Prepare reports and initiate strategies for increasing workforce diversity and inclusivity.
Employment Practices and Policies
  1. Collaborate to prepare and recommend human resources policies and procedures to the Superintendent and the School Board.
  2. Ensure that all human resources policies and activities comply with federal, state, and local laws and regulations.
  3. Maintain and implement personnel policies and procedures, ensuring consistent interpretation and application.
  4. Initiate and supervise investigations in response to questions, complaints, employee grievances or harassment/respect in the workplace allegations.
  5. Define and implement formal practice for employee separation, including exit interviews and analysis of lessons learned.
  6. Provide and support leadership for the regular review and improvement of District HR practices and policies.
Labor Relations
  1. Assist in the participation in collective bargaining.
  2. Assist in the administration of labor contracts.
  3. Respond to Grievances.
  4. Respond to all union requests for new hire and exiting employee demographics.
HR Administration and Operations
  1. Provide consultation on all human resources matters.
  2. Identify, research, and resolve complex personnel and organizational development issues.
  3. Maintain collaborative relationships with school and departmental staff.
  4. Work outside of regular business hours as necessary.
  5. Ensuring effective and consistent coordination, implementation, and workflow of HR business processes, functions, and procedures.
  6. Prepare annual department budget request, monitor expenditures, and comply with all budget guidelines ni accordance to deparmental initiatives.
  7. Participate in the preparation of District budget recommendations related to personnel and benefits expenditures for all departments.
  8. Manage the HR Coordinator to ensure that individual employee files (electronic and paper) are current and complete.
  9. Prepare and submit employment-related reports as required by federal and state law.
Non-Essential Job Functions:
  1. Performs other duties as required.
The qualifications and experience for this position include:
  1. Education:
    1. Minimum Required: Bachelor's Degree in Human Resources, Organizational Behavior, Business Administration, or related field.
    2. Certification Preferred: SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) highly desired. pHCLE is a plus.
  2. Experience:
    1. Minimum Required: HR-related knowledge and experience and/or training, including supervision; or an equivalent combination of education and experience.
    2. Experience working for Vermont Public School preferred
    3. Progressively responsible HR Management or Human Services experience is required. A combination of education, certification, and experience may be substituted for educational requirements and required experience at the discretion of the Superintendent.
    4. Good communication skills, including listening effectively and responding to sensitive inquiries or complaints, and delivering well-organized and effective presentations to employee groups.
    5. Ability to work with intermediate mathematical concepts, including percentages, ratios, and statistical inference.
    6. Computer literacy in all MS Programs (Word, Excel, PowerPoint) and ability to implement HRIS programs.
EMPLOYMENT BENEFITS/TERMS:
  • SALARY: This is a Salary Exempt position paid Bi-Weekly.
  • CALENDAR YEAR: 260 workdays (based on start date), 8 per day/40 per week
  • BENEFITS: Benefits-eligible on start date. 30 days to enroll in coverage from the first day of employment. BSD Benefits!
  • PAID TIME: Sick Time / Personal Time / Vacation Time as per the Personnel Manual .
