Behavioral Health System Baltimore (BHSB) is Hiring a Director, Adult Services Near Baltimore, MD

The Director, Adult Services position is part of the organization’s leadership team, with responsibility for collaboratively leading and managing programmatic activities of BHSB’s operations. The Director of Adult Services focuses on strategic management and oversight of the team’s programmatic work, coordination of that work within the organization and externally, and ensuring progressive development of the knowledge and skills of the team staff. This position is responsible for ensuring the Adult Services team participates in BHSB’s efforts to develop and manage a full range of early intervention, treatment and recovery services for individuals and families in Baltimore City impacted by mental illness and/or substance use.

Essential Functions

System Management:

  • Oversee and guide the work of the Rehabilitation and Treatment and Clinical Services teams; the Outpatient Civil Commitment project; Diversion projects like LEAD; and other programmatic work.
  • Manage and lead departmental oversight, coordination, and technical assistance for providers of behavioral health services in Baltimore City.
  • Oversee departmental efforts toward system improvements including greater integration of mental health and substance use services, coordination of behavioral health services with somatic care and other service systems, and improvements in access, quality, and comprehensiveness of the system of care.
  • Implement strategies to safeguard against unnecessary utilization of publicly funded services and resources.
  • Lead team in the leveraging of key outcome measures, data, and behavioral health system information and processes to maximize provider performance and consumer recovery outcomes.
  • Implement strategies to enhance access to quality care. Actively engage, cultivate, and manage relationships with providers and other stakeholders to achieve this goal.
  • Suggest, plan and implement strategies to bridge gaps in the system of care. In collaboration with other BHSB leaders, actively engage, cultivate, and manage relationships with funders, city and state agencies and other system partners including the police, schools, local government, etc. to address these gaps and direct resources to those identified as highest priority.
  • Monitor and develop the fee-for-service system of care for Baltimore City residents. Collaborate with the Behavioral Health Administration, the Administrative Services Organization and Medicaid to grow the system of care.
    • Represent BHSB through participation in collaborative planning and implementation processes with local and state stakeholders and other.
  • city and/or state-wide coalitions and workgroups.
  • Ensure reliable and timely team response to address needs of individual consumers and families in response to inquiries received.

Contract Management:

  • Oversee programmatic contracts assigned to the Adult Services team through leading staff involvement in:
    • new contract development
    • development and approval of budgets and budget modifications
    • development of deliverables
    • oversight of contract performance and quality improvement
    • annual repurposing process
    • Timely renewal process
  • Ensure adherence to funding source deliverables,
  • Lead programmatic role in procurement processes including need identification, project planning and design, identification of funding, procurement documents development, proposal consideration and selection of provider(s), service implementation/contract development.
  • Work collaboratively with other BHSB leaders to problem solve issues concerning provider payments, provider relations, Contract Management System (CMS), contract amendments, contract renewal process, oversight of performance, deliverable review and modification, and other issues as they arise.

Team Management:

  • Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance.
  • Oversee day-to-day activities of the Adult Services staff, including budgeting, planning, staff recruitment and development, and staff performance.
  • Coordinate inter-team and cross-division communication and cohesiveness.
  • Serve as a member of the leadership team working collaboratively to oversee and manage the daily operations of the organization.
  • Implement and manage a system of continuous strategic planning and project management for all areas of the team’s work, resulting in achievement of organizational programmatic goals through effective management of timelines and resources, internal project coordination, and tracking of major project milestones.
  • Participate in and oversee staff participation in internal working groups to ensure cross-collaboration amongst programmatic and other agency teams.
  • Implement relevant areas of the organization’s strategic plan.
  • Implement team operations aligned with the organization’s vision, mission, values, and strategic plan.

Other

  • Work effectively and collaboratively with others, both internally and externally.

  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed. 
  • Perform other duties as assigned. 

Knowledge, Skills and Abilities 

  • Master’s degree, in social work, psychology, nursing, or public health
  • Maryland State Licensure in social work or counseling preferred but not required.
  • Minimum of five (5) years of progressively responsible supervisory or administrative experience in a nonprofit, private sector, governmental system, or behavioral healthcare provider. Preference will be given to candidates with experience in system oversight capacity and managing contracts and budgets. Preference will be given to candidates with Baltimore City experience.
  • Knowledge of behavioral health services including mental health and substance use service levels of care, measures of quality, and evidence-based practices.
  • Knowledge of state and federal regulations; funding sources; local, state and federal government; use of data; and emerging trends in the field
  • Substantial knowledge of the system of publicly financed behavioral health services.
  • Substantial knowledge of Baltimore City’s Behavioral Health System preferred.
  • Proven track record of demonstrating sound independent judgment to determine appropriate course of action in resolving problems and implementing project goals.
  • Ability to work effectively with behavioral health stakeholders, community leaders, service providers and consumers.
  • Must be able to express self adequately in written and oral communication and to communicate effectively in an interdisciplinary, culturally diverse setting with staff, stakeholders, and regulatory agencies.
  • Ability to analyze and interpret public policies.
  • Experience using data to inform program and system management.
  • Ability to interact in a virtual environment.
  • Ability to develop and lead collaborative teams. Experience recruiting, managing, and developing a strong team of staff and program/project professionals. This individual will serve as a coach to motivate and mentor team members.
  • Pro-active, hands-on experience in managing a variety of initiatives.
  • Excellent interpersonal skills
  • Effective computer skills. Proficient using Microsoft Office Suite Word, Excel, Outlook and PowerPoint.

Supervisory Requirements: This position supervises 3 positions.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 50% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase. The starting hourly/ annualized salary rate for this position is $104,147.

The benefits plan includes comprehensive Medical and HRA, Dental and Vision coverage, as well as a choice of 4 FSA plans and an employee paid Legal benefit. BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday. Medical plan participants receive a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.

BHSB - About Us

This position works within the Programs department, which develops and manages a range of early intervention, treatment and recovery services for individuals and families with mental illness and/or substance use disorders. The department oversees services within the larger Medicaid fee-for-service system, as well as those directly funded by BHSB through private and public grants, including child and family services, peer support services, medication-assisted treatment, criminal justice diversion, and crisis services for youth and adults. The team collaborates with providers, city and state agencies, and other system partners to implement best practice programming and new or innovative pilots.
