Behavioral Health System Baltimore (BHSB) is Hiring a Procurement Manager Near Baltimore, MD

The Procurement Manager is responsible for developing, managing, and improving cross-departmental systems and processes for BHSB’s procurement process. This position manages and leads the procurement process for BHSB and holds responsibility for ensuring correct and high-quality outcomes by thinking critically about the work. This includes serving as the lead for assigned competitive procurements, from the identification of the need for a procurement to the selection of a vendor. The incumbent is expected to collaborate with internal and external stakeholders to ensure effectiveness and efficiency as well as with all staff and leadership across BHSB. Forecasting, setting objectives and planning skills are required to align outcomes organizationally. Strong writing, critical thinking and strategic thinking skills are essential.

This position is part of the Operations Team in BHSB’s Operations Department, which works to increase BHSB’s capacity to be nimble, efficient, and adaptive to change. Specifically, the goal of the department is to ensure that BHSB is effectively meeting its mission by strategically implementing and maintaining processes that align resources and decision-making across departments to maximize BHSB’s capacity to build an antiracist and inclusive culture that advances equity and behavioral health and wellness of individuals, families, and communities. The department achieves this by developing and maintaining a robust and secure electronic network; providing operational support to cross-organizational processes and functions; managing procurements; advancing a harm reduction philosophy and practices; supporting the development of continuing education and training opportunities for BHSB staff and the provider network; coordinating BHSB’s emergency response planning and activities; and leading the organization-wide implementation of the strategic plan.

Essential Functions

Manage select procurement processes:

  • Under the leadership of the Director of Operations, develop and maintain procedures to manage BHSB’s risk and ensure the overall efficiency and effectiveness of BHSB’s procurement processes for internal staff, external partners, and applicants, resulting in fair and unbiased processes with the most qualified applicants being selected.
  • Serve as the lead to manage the procurement process and any risk for assigned competitive procurements, from identification of need for the procurement to selection of vendor.
  • Provide support and technical assistance to internal staff throughout the procurement process.
  • Develop and update procurement templates and guidance documents in collaboration with the Procurement Team (e.g., RFPs, screening and rating tools, email communication, etc.).
  • Plan, schedule, and facilitate meetings related to procurements to ensure BHSB’s processes are followed and risk is managed (e.g., check-in, review committee, and pre-proposal conference meetings).
  • In collaboration with the Procurement Team, update BHSB’s procurement manual and other guidance documents so that they integrate ongoing learning and clearly delineate BHSB's policy and procedures related to procurements
  • Serve as the single point of contact for external communications related to assigned competitive procurements.
  • Develop and host training/technical assistance sessions for the community on submitting successful proposals to BHSB.
  • Track procurement cycles (e.g., every 5 years, 3 years, etc.) for certain portfolios (e.g., case/care management, school-based services, etc.) and help track timelines to support appropriate internal planning.
  • Develop and manage a strong communication strategy in collaboration with the Communications Team to enhance and expand communication with existing and potential stakeholders.

Letter of Support:

  • Support the Special Projects Manager with implementing effective processes for staff and external partners to request letters of support for grant proposals and other opportunities.
  • Apply critical thinking to draft letters of support in collaboration with relevant staff, when needed.
  • Facilitate continuous quality improvement efforts related to assigned areas of work (i.e., procurements and letters of support processes).

Overall duties:

  • Identify internal and external opportunities for improvement and offer solutions.
  • Understand and keep up to date on applicable local, state, and national policies and requirements that affect BHSB’s procurement processes.

Other:

  • Work effectively and collaboratively with others, both internally and externally to BHSB.
  • Uphold and operationalize the values of BHSB, which are Integrity, Equity, Innovation, Collaboration and Quality.
  • Consistently work to apply a lens of equity, inclusion and anti-racism.
  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.
  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI in accordance with BHSB’s policies.
  • An offer of employment for this position at BHSB is contingent upon the results of a thorough background check which will require prior authorization from the candidate.
  • Perform other duties as assigned.

Experience and Education

  • Bachelor's degree with 5 years of progressive experience or a master's degree with 2 years of experience
  • Prior progressive experience in procurement and/or grant processes in the non-profit sector
  • Proven project management experience
  • Knowledge of Baltimore City’s public behavioral health system, strongly preferred
  • Experience working in a team to think, plan and track work strategically.
  • Excellent critical and analytical thinking skills to observe, analyze, infer, problem solve and communicate effectively.
  • Strong writing skills and experience writing for varying audiences and for varying purposes, including reports, procedures, grant applications, and other documents
  • Ability to navigate a complex environment

Supervisory Requirements: This position does not supervise any other positions.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 10% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

The organization offers its employees a competitive compensation package which includes base pay, comprehensive benefits plan and equitable, hybrid, family friendly work environment and practices.

This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase. The starting hourly/ annualized salary rate for this position is $78,149.

The benefits plan includes comprehensive Medical and HRA, Dental and Vision coverage, as well as a choice of 4 FSA plans and an employee paid Legal benefit. BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday. Medical plan participants receive a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.
