Description

Objectives

The objective of this order is to acquire administrative assistance to print, ship, deliver, and pick up bulk

supplies, manuals and equipment daily to support the needs of the Training Officers and meet the

growing demand for training in all FDA program areas.

Task Description

The contractor shall provide the necessary qualified personnel to perform shipping, receiving, printing

and delivery duties to include a variety of tasks as listed below:

a. Contractor shall prepare shipments for postal or commercial conveyance; determines efficient

shipping method; selects appropriate shipping container; pack items to ensure safe delivery.

Contractor shall check items to be shipped against work orders to ascertain that quantities,

destination, and routing are correct and confirm shipping and confirmation tracking numbers to

Training Officer.

b. Contractor shall receive and unload incoming materials and compare information on packing

slips to verify accuracy of shipment.

c. Contractor shall sort, count, package, label, insure, unpack and/or log inventory items shipped

or received at the end of the day, every day. Contractor shall inspect shipments for damages or

defects; records discrepancies or damages and notifies Training Officer and/or Training

Manager. Contractor shall report defective materials or questionable conditions to the Training

Officer/Training Manager.

d. Contractor shall deliver and pick up items to and from staff requisitioning team and obtain

authorized signatures for accepted items.

e. Contractor shall trace lost shipments and initiate proof of delivery documents.

f. Contractor shall maintain departmental database, prepare routine reports, and file

shipping/receiving records every day.

g. Contractor shall follow established departmental policies, procedures, and objectives,

continuous quality improvement objectives, and safety and environmental standards.

h. Contractor shall have the ability to read and write.

i. Contractor shall have the ability to problem solve quickly and prioritize daily tasks according to

their importance

j. Contractor shall have the ability to receive, track, and distribute materials, supplies, and

equipment.

k. Contractor shall have knowledge of postal or commercial shipping methods and procedures.

l. Contractor shall be responsible for keeping an adequate supply of shipping materials on hand at

all times.

m. Contractor shall be familiar with and able to interpret packing slips, enter into the computer the

correct information, to acknowledge receipt of the goods.

n. Contractor shall affix shipping labels on packed cartons or identifying shipping information on

cartons.

o. Contractor shall insert items into containers using fillers and protective padding.

p. Contractor stamps, stencils, or glues identifying information and shipping instructions onto

crates or containers.

q. Contractor shall unpack and examine incoming shipments, record shortages, and correspond

with Training Officer/Manager to rectify damages and shortages.

r. Contractor shall examine outgoing shipments to ensure shipments meet specifications.

s. Contractor shall maintain inventory of shipping materials and supplies.

t. Contractor shall assemble wooden or cardboard containers or select preassembled containers.

u. Contractor shall work closely with staff and management to organize, stock, and record

inventory in fulfillment center. Utilize provided software to maintain inventory quantities.

v. Contractor shall pack and ship supplies according to Standard Operating Procedure (SOP).

w. Contractor shall maintain cleanliness of the fulfillment center.

1. Printing, Duplication, Laminating and Use of Government Vehicle.

a. The contractor shall utilize a government vehicle to deliver and pick up needed supplies for

training purposes. Contractor shall have current and maintain valid noncommercial Class C

driver’s license which authorizes the license to drive any non-commercial vehicle or combination

of vehicles with a GOV of less than 26,001 pounds. Class C is a regular driver’s license.

b. The contractor shall Assist with room setup; such as physically arranging rooms and rearranging

tables and chairs as requested by Training Officers/Managers.

c. The contractor shall operate the day to day functions of the print shop and maintain supply of

paper, fulfill duplication request, provide maintenance of printers (paper jams).

d. The contractor shall assist as needed with greeting and directing building guests.

e. The contractor shall answer phones as needed and assist callers in the Print Shop.

f. The contractor shall replace toner/and paper in printers and copiers throughout the building.

g. The contractor shall login each received item and contact Staff to determine if item should be

distributed individually or stored in the fulfillment center.

h. Contractor shall provide back-up coverage for a long-term absence (longer than a week).

i. Adhere to government rules regarding the usage of government vehicles

j. Use government log sheet to record mileage each time contractor uses government vehicle.

k. Contractor shall use government gas card to fill government vehicle with gasoline as needed

l. Replace toner/and paper in printers and copiers throughout the building.

m. Contractor shall utilize letter size and poster size laminator to finish print jobs as needed.

n. Contractor shall have the ability to lift up to 70 pounds, as many packages are large.

o. Contractor shall have the ability to use Excel, MS Word, MS Teams, MS Outlook, PowerPoint,

and OneNote.

p. Contractor shall ensure that all needed supplies are fully stocked.

q. Contract shall draft and submits reports for daily production totals.

r. Contractor shall operate various types of printing machines including offset, letterset, and

screen printers.

s. Contractor shall inspect random production samples to evaluate quality of printings.

t. Contractor troubleshoots issues with printing machine and makes basic repairs.\

u. Contractor reviews client requests to understand scope and parameters of print jobs.

v. Contractor performs routine maintenance on printing machines
