Alliance for Community Empowerment Inc is Hiring a Housing Program Manager Near Los Angeles, CA

This program provides occupational training, workforce preparation, and support services, along with job development, placement, and follow-up for adults (18 ) impacted by the justice system. The SECTOR program offers career pathways and family-sustaining wages for people impacted by the justice system. Current COVID-19 vaccination is required for employment in this program.
Position: The Housing Manager will ensure that the program is in compliance with all funding requirements, provide staff support and training, and ensure compliance with related policies and procedures, in order for the Housing Program to be delivered with fidelity and remain on track, while ensuring that the housing program is maintained and supplied. The Housing Manager will provide support and services for participants residing at the House of RUTH and address any incidents that arise.
KNOWLEDGE, SKILLS AND ABILITIES
  • Possesses at least entry-level knowledge of the role and duties of the position; understands the department’s roles and is able to meet the expectations of the position for work schedule, punctuality, attendance, time management, productivity, and quality of work
  • Operates as a reliable, flexible team player who works well with minimal supervision; has a good work ethic; is able to work effectively with team members demonstrating creativity, initiative, adaptability, and the ability to accept accountability and critical feedback. Is receptive to learning and responsive to supervision. Follows established procedures and is able to contribute to their improvement with a solution-oriented approach. Willing to take direction and learn from others
  • Possesses the technical and software skills to perform the duties of the position (including Google Suite and/or Microsoft Office)
  • Possesses the interpersonal skills needed to promote a safe, positive, and inclusive professional work environment conducive to effective service delivery; communicates effectively both orally and in writing 
  • Demonstrates cultural competence/cultural humility in community relations and service delivery
  • Is able to articulate program goals and objectives, program performance indicators, and methods of program performance monitoring and evaluation. Able to participate in program design and development, contribute to budget planning, develop partnerships, and prepare funding proposals. Able to monitor and approve program expenditures and to track the overall progress of program spending and deliverable results, as required. 
  • Has the demonstrated ability to plan and organize work activities, maintain positive relationships with team members, and provide ongoing coaching and development of team members through evaluation and training. Has the demonstrated ability to assess individual skills, monitor work activities, and provide timely and accurate evaluations of others’ work performance.
  • Experience analyzing, collecting, and applying data to empower positive decision-making and program strategies.
  • Demonstrate experience in project management and a clear understanding of the complexity of grants to meet deliverables and reporting requirements.
  • Deep dedication to Social Justice and a strong desire to disrupt cycles of incarceration through economic stability and vocational education
  • Be willing to work flexible hours for on-call support, crisis response, after business hours and on weekend work when necessary.
DUTIES AND RESPONSIBILITIES
  • Attends and participates in all mandatory meetings
  • Fosters positive relationships with community members and partner organizations
  • Plans and participates in cultural, community building, and outreach activities/events as needed.
  • Works to incorporate into organizational culture best practices for diversity, equity, inclusion, restorative justice, and trauma-informed care 
  • Completes complex administrative and analytical tasks involving the use of independent judgment and personal initiative; plans; ensures program quality and progress toward performance objectives
  • Ensures timely and accurate collection of data needed to analyze program performance, drafts policies, and procedures, and ensures compliance with governmental regulations and grantor standards; plans and prepares narrative and statistical reports on program and staff activities for use by the President, Board of Directors, and funding partners
  • Build and maintain strategic partnerships with external stakeholders and potential community partners to enhance the opportunities available to participants; coordinate and integrate services with other ACE programs and partner organizations.
  • Collaborates with the leadership team to create a shared collective vision and goals for the organization; participates in administrative team meetings; conducts regular team meetings that are effectively run and responsive to program needs
  • Collaborates with Chief Financial Officer on program budgeting; monitors program spending and ensures operations consistent with budgeted resources, Researches options and makes requisitions for equipment, goods, and services to meet program needs and monitors the procurement of the same.
  • Trains and supervises program staff, interns, and partners to ensure effective and efficient services are provided to program participants, including crisis intervention strategies, trauma-informed care, mandated reporting, room inspections, and collaboration with other leadership.
  • Prepares and presents periodic reviews of individual performance and develops training and supervision plans for program staff and volunteers; ensures supervisees register for and attend required training
  • Oversee the screening, assessment, and enrollment of participants, and determine eligibility for possible Housing Enrollment, in coordination with the Housing Team
  • Develop new curriculums and program activities to meet the needs of participants
  • Oversees the participant's financial saving plans, which include collection, documentation, and distribution of the participant's finances 
  • Ensures program participants receive services in the event of staff turnover or leave of absence
  • Responsible for ensuring the facility is safe and inventory is stocked for program operation
  • Oversees the Move-In/Move-Out Process for all Housing Residents in coordination with the Housing Reentry Specialist
  • Identifies opportunities and helps to prepare grant applications for the continued development of ACE services; manages implementation and operation of supplemental grants for expansion of related programs
  • Participates in recruitment, selection, and onboarding of program staff.
  • Participate in regular check-in calls with funding sources to address staff technical assistance, training, and performance management; participate in calls on research and data collection, reporting, program analysis, and billing. Supports occupancy expectations for current housing contracts.
  • Prepares monthly and quarterly progress and data reports for submission
  • Lift 30 lbs and occasionally participate in hands-on training activities 
  • Other duties as assigned 
PHYSICAL REQUIREMENTS:
  • Prolonged periods of standing and walking throughout facilities.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 30 pounds at times.
  • Must be able to bend, lift, stretch, climb, and crawl to provide services.
QUALIFICATIONS:
  • Bachelor’s degree in a related field or a minimum of 3 years experience in direct services for persons facing employment challenges such as substance use or mental disorders, justice system involvement, etc, 2 of which must include supervision or management; or
  • Equivalent combination of training and experience 
  • Spanish language skills, verbal and written preferred
  • Lived experience of incarceration, close impact, or institutionalization a plus

The anticipated pay range for candidates who will work in California is $69,805/yr to $76,000/yr. The offered pay to a successful candidate will be dependent on several factors that may include but are not limited to years of experience within the job, years of experience within the required industry, education, etc.
