Summary:
The Human Resource Generalist is responsible for performing Human Resources (HR) related duties on a professional level and works closely with our Human Resources Business Partners in supporting designated service lines. This position may carry out responsibilities in the following functional areas: employee relations, policy implementation, performance management, employment law compliance, training, employee engagement, onboarding, compensation, recruitment, and benefits administration.

Responsibilities:
Assists in the development and implementation of human resources policies and procedures; prepares and maintains employee handbook, policies, and procedures manual while maximizing employee engagement.
Participates in developing department goals, objectives and systems.
Advises employees and managers on policy interpretation, disciplinary action and dispute resolution procedures.
Monitors the performance appraisal program and ensures completion.
Develops and maintains HR metrics and other records, reports and logs to conform to reporting requirements.
Maintains background check and Unemployment Insurance processes.
Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
Administers performance management and improvement systems. Fields and investigates employee issues, writes performance development plans and facilitates counseling and conducts exit interviewing as needed.
Participates in administrative staff meetings and attends other meetings and seminars as appropriate. Maintains Human Resources information system records and compiles reports from the database.
Maintains compliance with tribal, federal and state regulations concerning employment. Maintains knowledge of trends,best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
Makes meaningful improvement to services, program, and processes and/or organizational effectiveness that create new value for customer-owners and employees.
Develops and maintains an excellent relationship with internal and external clients to ensure optimal workforce performance that meets ANTHC’s operational goals.
Completes administrative duties as directed by the Human Resources Manager – Workforce Relations.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

  • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.
  • Knowledge of applicable Federal, State, and Tribal Law, regulations, rules, policies, and processes. Including substantial knowledge of relevant specialized fields such as Federal Indian Law and self- determination/self-governance, health law, employment law, and construction law.
  • Knowledge of state and federal laws (EEOC, compensation, FMLA, etc.).
  • Knowledge of HRIS management and maintenance.
  • Skill in oral and written communication.
  • Skill in managing multiple priorities and tasks concurrently and meeting deadlines.
  • Skill in establishing and maintaining cooperative working relationships with others.
  • Skill in operating a personal computer utilizing a variety of applications.
  • Skill in analytical, critical thinking and interpretive skills to apply various employment situations against numerous complicated employment laws and regulations.
  • Skill in communication with particular ability to communicate complex and/or sensitive information in a clear, concise, diplomatic, and professional manner.

    MINIMUM EDUCATION QUALIFICATION
    A Bachelor’s Degree in Human Resources, Business, or related field. Education, experience, or training may be substituted on a year-for-year basis for college education. This experience may be used to meet the minimum experience qualification.

    MINIMUM EXPERIENCE QUALIFICATION
    Non-supervisory - Four (4) years of progressive professional work experience in Human Resources as a Recruiter, Compensation and Benefits Specialist, or Human Resources Associate.

    MINIMUM CERTIFICATION QUALIFICATION
    N/A
    PREFERRED EDUCATION QUALIFICATION
    Master’s degree in human resources or related field.

    PREFERRED EXPERIENCE QUALIFICATION
    HRIS experience.

    PREFERRED CERTIFICATION QUALIFICATION
    SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR).
