Summary:
Under general supervision the Lead Human Resource Business Partner (HRBP) is responsible for proactively supporting all aspects of strategic and tactical HR support. This includes aligning business objectives with employees and management through providing consultative support and partnership on human resource-related issues.

Responsibilities:

Provides strategic and operational HR advice, coaching, development and support to the functional businesses; acting as the single point of contact for the leaders; and serving as a point of contact for all people related issues.
C ollaborates on a broad spectrum of HR activities such as employee relations, performance management, advice related to policies/processes, career development, coaching, talent management and change management. Manages required employee relations investigations and other sensitive employee matters.
F acilitates and supports business change and performance across supported groups through the implementation of an effective people strategy; influence significant business decisions through a close partnership with a team leader and his/her leadership team.
S upports employee engagement strategies in response to business needs and employee survey feedback. Partner with management to ensure proactive and effective performance management and follow through. Provide consultation to managers on employee engagement strategies with their teams.
P artners with business leaders to understand current and future skill and capability needs. Develops and link key competencies to all HR functions and tools including job requirements, selection systems, development programs and evaluation tools.
C ollaborates with business unit leaders to ensure that employees are treated in an equitable and consistent manner. Find the right balance between the business needs and employee advocacy.
M anages and schedules assigned staff. Develops goals and priorities, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains and coaches assigned staff. Implements corrective actions and conducts performance evaluations. Provides leadership, direction and guidance on workplace relations.

Knowledge, Skills, Abilities
  • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s).
  • Knowledge of applicable Federal, State, and Tribal Law, regulations, rules, policies, and processes. Including substantial knowledge of relevant specialized fields such as Federal Indian Law and self-determination/self-governance, health law, employment law, and construction law.
  • Knowledge of state and federal laws (EEOC, compensation, FMLA, etc.).
  • Skill in understanding complex business concepts and strategic alignment
  • Skill in operating a personal computer utilizing a variety of applications.
  • Skill in analytical, critical thinking and interpretive skills to apply various employment situations against numerous complicated employment laws and regulations.
  • Skill in communication with particular ability to communicate complex and/or sensitive information in a clear, concise, diplomatic, and professional manner.
  • Ability to establish and maintain cooperative working relationships with others.
  • Ability to manage multiple priorities and tasks concurrently and meet deadlines.
  • Ability to communicate effectively
MINIMUM EDUCATION QUALIFICATION
Bachelor’s Degree in Organizational Development, Human Resources, Business Administration, or related field.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Five (5) years of work experience. An equivalent combination of relevant education and/or training may be substituted for experience.
AND
Supervisory - Two (2) year involving employee supervision.
MINIMUM CERTIFICATION QUALIFICATION
Professional Human Resources (PHR) or Society of Human Resources Manager Certified Professional (SHRM-CP); or be eligible to and obtain a certification with one (1) year from date of hire.
PREFERRED EDUCATION QUALIFICATION
Master’s degree in human resources or related field.
