Job Description

The Safer Foundation is a social service provider to individuals with arrest and conviction records. Through a full range of services, including case management, educational instruction and advocacy, we focus on preparing individuals for the world of work by helping them find and keep productive and meaningful employment.

General Summary:
Reporting to the Vice President of Reentry, the Area Vice President of Operations (AVP/Ops) will be at the helm of the operations and overseeing the general (non-clinical) operations under the Supportive Reentry Division within the Safer’s Supportive Reentry Division (SAFER’S SUPPORTIVE REENTRY DIVISION) at Safer Foundation. The AVP/Ops are charged with leading and refining the strategy for operationalizing reentry programming.

The AVP/Ops is primarily responsible for:

  1. Overseeing the strategy and direction of all existing programs and services under Safer’s Supportive Reentry Division, while also guiding the launch of new initiatives.
  2. Providing leadership and strategic guidance for the community and correctional behavioral health centers.
  3. Collaboratively liaising with the Associate Vice President of Behavioral Health Services (AVP BHS), Senior Director of Supportive Reentry Services, the Senior Director of Clinical Services, other direct reports, and Quality Assurance Administrator to ensure operational excellence, streamline processes, and guarantee that services align with regulatory, contractual, and revenue cycle standards.

The ideal candidate will be a passionate advocate for underserved communities and will have both a criminal justice/reentry background and experience running operations/programs within a social service agency that provides both clinical and non-clinical services, ideally services that overlap between systems.

The AVP/Ops is primarily responsible for:

  • Directing and enhancing all programs within Safer’s Supportive Reentry Division, ensuring seamless integration and expansion.
  • Leading and optimizing the operations of community and correctional behavioral health centers.
  • Regularly liaising with the AVP BHS, Sr. Director of Operations, Clinical Director, Quality Assurance Administrator, and other leadership to enhance, review, and ensure operations comply with regulatory, contractual, and revenue cycle requirements.

Essential Duties and Responsibilities

Stakeholder Interface

  • Provide visionary leadership and establish a comprehensive strategy for a human-centered reentry approach, ensuring the strengthening and expansion of relationships and partnerships within the agency’s county-wide collaborative network, aiming to address multifaceted needs of returning residents effectively.
  • Shape and implement pertinent policies, oversee programs, services, system structures, research efforts, and partnerships, ensuring Safer Foundation’s Counseling and Wellness Center continually progresses towards sustainable, tangible enhancements in reentry outcomes. Liaise between finance and any grant partners to ensure that Safer and/or subrecipients are executing financial reporting outcomes.
  • Act as the pivotal liaison for all internal and external reentry initiatives, promoting an understanding of behavioral health and reentry challenges, leading efforts to achieve feasible reentry results, and ensuring consistent and effective communication across care systems.
  • Lead high-priority project management tasks, emphasizing the importance of timeliness and efficiency in execution.
  • Offer top-tier leadership and daily operational guidance for the admissions and reentry services, emphasizing consistent service quality, robust program development, seamless implementation, thorough evaluation, and strict regulatory compliance.
  • Strategize and roll out operational processes for supportive employment pathways, ensuring efficiency and effectiveness.
  • Offer expert advice in formulating and synchronizing community reentry aids, supportive employment, and educational/rehabilitative initiatives for specific target groups.
  • Partner with the Quality Assurance Administrator to carry out utilization assessments, quality checks, and periodic program evaluations, ensuring continuous improvement.
  • In collaboration with the AVP Behavioral Health Services and the Sr. Director of Research and Innovation, supervise the rollout and monitor the progress of programmatic blueprints, quality assurance endeavors, mandatory reporting, and outcome metrics.
  • Consistently display dedication to mastering and evolving in key competencies, including but not limited to: fostering an equity-driven mindset, domain expertise, adept supervision, effective communication, fostering growth, embracing change, strategic visioning, organizational alignment, mentoring and motivating teams, external ambassadorship, and a relentless drive for results.

Stakeholder Outreach and Recruitment

  • Forge and uphold robust partnerships with affiliated organizations, financial bankers, and additional external collaborators, including representatives from state, regional, and municipal governments. Engage actively in state, metropolitan, and county initiatives and committees that resonate with the division's objectives.
  • As a distinguished member of the Safer Foundation Leadership, champion the Foundation's mission and vision in all interactions with beneficiaries, personnel, board members, government authorities, sponsors, and community allies. Consistently demonstrate emotional intelligence and self-awareness in these engagements.
  • Nurture and embed a culture of deep engagement and sustained collaboration with individuals, families, and communities most affected by the scarcity of behavioral health and reentry resources.
  • Actively participate in relevant seminars, online sessions, and discussions to stay updated and represent the Foundation's interests.
  • Lead the spearheading and organization of community outreach activities in collaboration with diverse external stakeholders, emphasizing community-driven initiatives.

Tracking, Documentation, and Reporting

  • Collect, consolidate, and interpret pertinent program data for grant submissions, providing monthly, quarterly, and annual summaries utilizing tools such as the Salesforce Birdseye Case Management System, Qualifacts, CareLogic System, Excel, and other available platforms.
  • Formulate and roll out comprehensive programmatic rules, operational standards, and protocols leveraging both Salesforce and CareLogic Electronic Health Records.
  • Finalize and submit detailed program reviews for state and federal grants supporting reentry services.
  • Collaborate closely with the Quality Assurance Administrator to craft and incorporate internal assessment instruments, enabling reentry staff to effectively oversee client records.
  • Coordinate with the Salesforce administrator, AVP of Systems Analytics, and the Senior Director of Research and Innovation in the routine update and review of reporting dashboards.
  • Employ performance indicators as pivotal drivers for informed decision-making and promote the dissemination of data insights across various community branches, enhancing collaboration. Champion a data-driven culture of accountability in all operations.

Fiscal Reporting and Accountability

  • Engage actively in the formulation and assessment of departmental budgets; shoulder the responsibility for the faithful execution and observance of said budgets.
  • Compile, analyze, and showcase all pertinent program information essential for grant submissions.
  • Oversee and authorize supply orders, ensuring they align with program budget constraints, while judiciously balancing allocated amounts, demands, and fund availability.
  • Oversee collaboration and progress between Senior Director, Compliance Manager, and the Quality Assurance Administrator to guarantee that all services strictly conform to regulatory guidelines, contractual agreements, and revenue cycle mandates.

Supervision of People

  • Oversee the recruitment, onboarding, and continuous guidance of a diverse workforce, encompassing full-time staff and interns.
  • Conduct insightful supervisory sessions with direct subordinates, offering mentorship and guidance to foster their professional development and expertise.
  • Steer the team in adhering to established documentation standards, protocols, and procedures; address and rectify challenges, and escalate significant issues to senior management when required.
  • Diligently execute mid-year and year-end performance evaluations; institute corrective measures if needed, and promptly review and authorize time-off requests, timecards, and expense submissions.

Required Knowledge, Skills, and Abilities

  1. Strong knowledge and passion for social justice combined with an entrepreneurial mindset.
  2. Demonstrated capability in handling a broad range of complex projects with meticulous attention to detail and a results-driven focus.
  3. Outstanding communication abilities, both verbal and written.
  4. Proven experience in leadership roles within multidisciplinary teams, ideally within larger, intricate government or social service agencies.
  5. Familiarity with HIPAA and 42 CFR Part 2 regulations.
  6. Proficient in Microsoft Office Suites (Outlook, Word, Excel, PowerPoint, etc.).
  7. Strong organizational and time management skills, adept at multi-tasking and adhering to deadlines.
  8. Skilled in conflict resolution, de-escalation, and problem-solving.
  9. Ability to effectively supervise, direct, and collaborate with various levels of staff.
  10. Adeptness in operating in dynamic environments and handling varied/multiple projects concurrently.

Education and Experience

  1. Master’s degree in social services, criminal justice, or public health policy.
  2. Bilingual proficiency in English and Spanish preferred.
  3. Minimum of 7 years of direct work experience with the justice-involved population.
  4. Minimum of 5 years in operational leadership roles within reentry or behavioral health programs.
  5. Proven leadership experience with at least 7 years in management, including hiring and directing diverse teams.
  6. Valid driver’s license, a good driving record, and valid insurance.

Licenses and/or Certifications

  1. PMP and CADC certifications preferred.
