Safer Foundation is Hiring a Program Manager Pathway Home Near Davenport, IA

The Safer Foundation is a social service provider to individuals with arrest and conviction records. Through a full range of services, including case management, educational instruction and advocacy, we focus on preparing individuals for the world of work by helping them find and keep productive and meaningful employment.

General Summary:

The Pathway Home Program Manager reports to the Senior Director QC and provides site leadership, performance management and data control for the Pathway Home Program funded through the Department of Labor, Pathway Home 4 grant. The Program Manager is a critical component of the successful launch of the program and involved in all aspects of implementation and program execution. The program is designed to provide reentry case planning, comprehensive case management, occupational training, and workforce services to 100 incarcerated persons residing at the Seventh Judicial District, Department of Corrections – Work Release Center and/or Residential Correctional Facility. In addition to core services, supportive services are provided through community partnerships to assist enrolled participants. The Program Manager will be a key member of the Pathway Home team, providing leadership, coordinating with community and college partners, scheduling/conducting training, as well as contributing to the overall design, start-up, and implementation of services. The Program Manager will provide supervision to two Intensive Case Managers, and one Training Navigator/Employer Development Specialist.

Essential Duties and Responsibilities:

Stakeholder Interface

  • Initiate, develop and maintain strong working relationships with community colleges and other community partners - coordinating regular partner meetings to ensure information is being shared effectively, challenges are being addressed, and efforts to improve the program are developed in collaboration with stakeholders.
  • Work to build upon and strengthen compliance with mandatory requirements as well as clarify and enhance program operations and service delivery. 
  • Implement the program model (recruitment, orientation, assessment, service delivery, and follow-up) with consistency and integrity. 
  • Facilitate regular communication with community partners to ensure participant supportive service needs are being met in a streamlined and coordinated manner.
  • Maintain high standards of professional and ethical conduct.
  • Work as part of the QC leadership team – completing assigned tasks and duties to ensure the QC office is operating efficiently and effectively. 
  • Attend internal meetings and work in collaboration with QC team to create awareness, promote Safer’s mission in the community and advocate for the population Safer serves. Participate in agency wide collaborative efforts as assigned. 

Stakeholder Outreach and Recruitment

  • Conduct orientations at program and partner sites, generating enthusiasm and engagement with prospective candidates. 
  • Review referrals for eligibility and if criteria are met, schedule intake/registration appointment.
  • Create, coordinate, maintain, and distribute a monthly calendar of all program offerings including orientations, educational programming, Safer Skills Training (SST – job readiness) and training opportunities. 
  • Represent the Pathway Home program in the community by responding to requests for speaking engagements, media segments, attending community meetings, etc. 
  • Provide clear, timely, and informative communication to partners, funders, internal and external stakeholders on Safer’s Pathway Home Program. 
  • Facilitate consistent public relations and marketing to create awareness and highlight program achievements. 

Tracking, Document and Reporting

  • Develop Standard Operating Procedures and Quality Assurance Plans. Work with Salesforce Administrator to capture required data in Salesforce. Develop plan to retrieve information from correctional partners and track recidivism data as needed.
  • Coordinate assessment completion and gather needed background information for all referred candidates that would be helpful and necessary for case planning. 
  • Track required data and ensure timely input by all Pathway Home team members into the Salesforce system.
  • Track, share, report recidivism and retention data for all enrolled clients.
  • Adherence to all program model, quality assurance (QA) and data reporting requirements as required by DOL. Facilitate accurate and timely collection and reporting of performance outcomes and quality assurance audits - making corrective action and program adjustments, as necessary. 
  • Create and maintain confidential client files. Ensure all files are up to date and consistently audit ready. 
  • Complete Salesforce intake/registration with participants. Assign candidate to case manager and ensure warm hand-off, maintaining a 25:1 active client/staff ratio. Review and approve all Individual Reentry Plans. 
  • Enter data accurately and timely into Salesforce system, tracking client progress through case notes or activities within 48 hours of engagement. Maintain audit-ready electronic and hard copy files at all times. 
  • Adhere to agency policy and procedures

Fiscal Reporting and Accountability

  • In partnership with the Senior Director, QC and Safer’s fiscal department, develop budget to ensure alignment with scheduled expenses. Monitor and stay within the parameters for all line items. 
  • Consult with Safer’s Assistant Director, QC to seek out grants or other funding opportunities to generate resources for unallowable DOL costs. (e.g., incentives, refreshments, monetary rewards, etc.) 

Supervision of People

  • Provide coaching, development, and supervision to team members in alignment with Safer values and business practices. In partnership with the Director QC, recruit, interview, hire, evaluate and train new staff and volunteers. Facilitate team meetings and provide individual supervision to coach for performance. 
  • Promote best practice approaches/techniques in all aspects of programming. Facilitate staff training/development to ensure curriculums and related materials are being provided with fidelity. 
  • Ensure ASCEND Service Delivery Model is regularly trained and implemented where appropriate according to the program model design and Standard Operating Procedures (SOP). 

Required Knowledge, Skills and Abilities:

Proven project start-up and program development experience; ability to effectively develop/lead staff/teams.

Knowledge of the needs of people with criminal records, especially reentry populations and initiatives.

Demonstrated organizational and problem-solving skills—strategic, intellectual, and practical.

Proven ability to interface with governmental, community organizations, and the press.

Excellent verbal and written skills; able to effectively present information in individual or group settings.

Self-reliant, resourceful, and outcome-driven with the capability to function in a fast-paced, start-up work environment.

Computer literacy; able to use MS Office Suite (Word, Excel, Outlook) applications.

A valid driver’s license is required.

Access to a (reliable) vehicle is required for travel as necessary to carry out some responsibilities. 

Education and Experience:

  • Bachelor’s degree in criminal justice, social services, business/management, public administration, or related field.
  • Backgrounds similar to the population served are especially desirable. 
  • 2-4 years of progressive experience in management, project design and start-up.
  • Successful experience leading, managing, and coaching program staff.

Licenses and or Certifications:

  • No special license or certification is required for this position.
